Frontline workers, such as teachers and social workers, often experience stress when delivering public services to clients, for instance because of high workloads. They adapt by coping, using such practices as breaking or bending rules for clients, or rationing services. Although coping is recognized as an important response to the problems of frontline work, the public administration field lacks a comprehensive view of coping. The first contribution of this article is therefore theoretical: conceptualizing coping during public service delivery and developing a coherent classification of coping. This is done via a systematic review of the literature from 1981 to 2014. The second contribution is empirical: via a systematic review of the literature from 1981–2014 this article provides a framework and analytical account of how coping during public service delivery has been studied since 1980. It highlights the importance of the type of profession (such as being a teacher or a police officer), the amount of workload, and the degree of discretion for understanding how frontline workers cope with stress. It also reveals that frontline workers often draw on the coping family “moving towards clients” revealing a strong tendency to provide meaningful public service to clients, even under stressful conditions. We conclude with an agenda for future studies, examining new theoretical, methodological and empirical opportunities to advance understanding of coping during public service delivery.

Coping During Public Service Delivery: A Conceptualization and Systematic Review of the Literature

Behavioral public administration is the analysis of public administration from the micro-perspective of individual behavior and attitudes by drawing upon insights from psychology on behavior of individuals and groups. We discuss how scholars in public administration currently draw on theories and methods from psychology, and related fields, and point to research in public administration that could benefit from further integration. An analysis of public administration topics through a psychological lens can be useful to confirm, nuance or extend classical public administration theories. As such, behavioral public administration complements traditional public administration. Furthermore, it could be a two-way street for psychologists who want to test the external validity of their theories in a political-administrative setting. Finally, we propose four principles to narrow the gap between public administration and psychology.

Quantitative Methods in Public Administration: Their Use and Development Through Time

Purpose – The purpose of this paper is to examine if and how diversity management outcomes differ across non-native and native Dutch groups within public sector organizations. The effects of diversity management on the extent employees feel their organizational environment is inclusive and on their attitudes and behaviour, are expected to be dependent on how diversity management is perceived by non-native and native Dutch employees in the organization. Drawing on social exchange theory, the authors expect that employees who positively value diversity management practices will reciprocate through showing attitudes and behaviours that are valued by the organization. The Role of Inclusive Leadership in Supporting an Inclusive Climate in Diverse Public Sector Teams

In reactie op de ontwikkelingen in de samenleving en op de arbeidsmarkt voeren publieke
organisaties vaak diversiteitsbeleid. Er is weinig bekend over de effectiviteit van diversiteitmanagement en de concrete beleidsinstrumenten die in dat kader worden ingezet.
In dit artikel is de invloed van diversiteitmanagement en enkele beleidsinstrumenten
op de binding van werknemers in de Nederlandse publieke sector onderzocht en wordt
nagegaan wat daarbij de rol is van leiderschap. De beleidsinstrumenten zijn onderverdeeld
volgens de typologie van Ely en Thomas (2001): Discrimination & Fairness (D&F),
Access & Legitimacy (A&L) en Integration & Learning (I&L). Diversiteitmanagement
en twee beleidsinstrumenten, namelijk het divers samenstellen van selectieteams (A&L
perspectief ) en de trajecten die zich richten op het creeren van een open cultuur (I&L
perspectief ) blijken een positief effect te hebben op de binding van medewerkers. Transformationeel
leiderschap blijkt echter belangrijker te zijn voor de binding van personeel.
Voor wat betreft de rol van leiderschap bij het succesvol implementeren van het beleid
zijn de bevindingen niet eenduidig.
