Abstract: The investigation of atmospheric corrosion of mild carbon steel as representative of offshore infrastructure has been carried out in the marine tropical of Pelabuhan Ratu, West Java, Indonesia. They are exposed up to 76 days of periods, and their corrosion rates are determined according to ASTM G1-03. The surface morphology, the elemental compositions and compounds were observed using a scanning electron microscope (SEM), energy dispersive spectroscopy (EDS) and X-ray diffraction (XRD), respectively. The environmental parameters of the test site are monitored during exposure, such as air temperature, relative humidity (RH), airborne salinity and dew temperature. Based on the results, the corrosion rates of steels were 2.79 and 2.8 mpy within the 27 and 76 days exposures, respectively. The presence of chloride deposition on the surface of steel can increase the severity of corrosion. Moreover, the detrimental effect of chloride was observed in rust product, which was covered by an oxygen element. The main phases of rust products present were magnetite (Fe3O4) and hematite (α-Fe2O3.H2O). Several cracks were observed in the rust layer, which tended to exfoliate and lose adherence and protectiveness from further corrosion attack. HIGHLIGHTS The presence of chloride deposition on the surface of steel can increase the severity of corrosion. The severity of corrosion attack mainly depends on the exposure time and some climatic parameters, such as relative humidity (RH), air temperature and chloride airborne. The uniform distribution of the chloride tends to increase the production of ferrous chloride in high RH condition and the aqueous layer deposited on carbon steel. Abstract: La seguridad de la infraestructura es uno de los aspectos mas relevantes en concesiones de carreteras y exige introducir incentivos explicitos y objetivos en los pliegos contractuales para regularla adecuadamente. Ademas, estos incentivos deben estar orientados a maximizar el beneficio social neto. En este articulo se recoge como se ha regulado este aspecto tradicionalmente en concesiones y como se viene haciendo mas recientemente, comparando para tres concesiones europeas puestas en servicio en los ultimos anos, las bonificaciones con el beneficio social que corresponden a cada nivel de reduccion de la accidentalidad en la carretera. Los resultados arrojan que los incentivos aplicados, tanto antiguamente como los mas recientes, son anodinos por dos motivos: porque son muy inferiores al beneficio social derivado de ellos y porque aparentemente son muy inferiores al coste de las actuaciones de mejora de la seguridad vial.

Abstract: Development planning is one of the important functions of government in the implementation of the state administration. Progress of a country depends on the quality of its development planning implemented by government agencies (public sector), which will determine the success of achieving national development goals. The problems of development planning are inherently in the development planning system itself. There are still some weaknesses in strategic planning in the public sector such as: planning as a legal-formal process; errors in goal setting; difficulty in predicting the future; less strategic participatory planning processes; difficulties in formulating systematic, tiered performance indicators; difficulties in measuring the impact and benefit performance; and difficulties in prioritization in programming and budgeting. There are short-term problems that are difficult to overcome, but for some other problems can be made to overcome them by adding refinements to existing mechanisms as well as adding new mechanisms in strategic planning practice.
