Abstract: This chapter explores how health services for adolescents are paid for, how this affects the supply of services relevant to this age group, and the extent to which adolescents access services. It uses the key dimensions of universal health coverage (UHC) to discuss what is known about social protection in health for adolescents, framed around three questions: Which adolescents are covered by a pooled funding arrangement (insurance or tax-based)? How are adolescents affected by direct payments for health services? What services tend to be included in pooled funding arrangements (tax-funded or insurance) and do they meet the needs of all adolescents? The study finds that the literature about health financing and adolescents is scarce. However, the challenges of making universal health coverage work for the world’s adolescents are in some ways the same as for other age groups: Society’s poor and marginalized are the hardest to reach. Moreover, adolescents (who have limited access to cash and a particular need for confidential health care) bring their own special challenges, which need to be accommodated by pooled funding schemes, whether insurance-based or tax-financed.

Abstract: Tunnel design in weak, heterogeneous materials such as flysch poses a variety of engineering challenges. The complex depositional and tectonic history of these materials leads to significant in situ variability in rockmass behaviour. Additionally, the alterations of sandstone and pelitic layers make rockmass characterization using traditional methods difficult. As a result, significant uncertainty exists in the ground response for a tunnel through such materials. Reliability-based methods can be used to better understand the impact this uncertainty has on convergence and tunnel lining performance. By assessing the impact of input uncertainty on ground response, the probability of failure can be evaluated for a given limit state. A quantitative risk approach can then be used to select the optimum design option on the basis of both safety and cost. This paper explores this issue further and presents a reliability-based, quantitative risk approach for the design of the Driskos tunnel along the Egnatia Odos highway in northern Greece.

Abstract: Liquefied Natural Gas (LNG) Plants are conventionally supplied using onsite generation. This paper outlines alternative design concepts which utilize a public grid to partially or fully supply the process loads. The results obtained from the power system studies for such alternative design concepts as typically undertaken as part of the Front End Engineering Design (FEED) to ensure design requirements are met, are compared to the conventional islanded network configuration. The key differentiators in the results of the system analysis are outlined with a view to establish the merits of each design and to ensure the delivery of a reliable power system as the design process proceeds.
