TL;DR: In this paper, the authors argue that a focus on fish as a natural resource obscures the other security challenges the crime of illegal fishing poses to Australia and highlight the benefits of regional cooperation in responding to illegal fishing.
Abstract: The security impact of illegal fishing is not well understood. Where illegal fishing is recognised as a security problem, the focus has been on fish as a natural resource, the depletion of which can have impacts on food security, individual livelihoods, and the economic survival of states relying on illegal fishing. We argue that a focus on fish as a natural resource obscures the other security challenges the crime of illegal fishing poses to Australia. As this paper explains, illegal fishing overlaps with drug, human, weapon and other contraband trafficking and smuggling; irregular maritime arrivals; and maritime piracy. In addition, like other easily transported, high value resources, illegal fish can fund insurgencies and other types of political violence. Understanding illegal fishing as a security challenge will improve Australia’s national security policy. First, it acknowledges fish as a vital natural resource, implicated in economic, ecological, and human security; second, it analyses how illegal fishing interlinks with other maritime crimes; third, it challenges the effectiveness of monitoring and enforcement of illegal fishing; fourth, it presents an opportunity for effective regional cooperation; and finally it highlights the benefits of regional cooperation in responding to illegal fishing.

TL;DR: The authors investigated why the Australian Government funds the New Colombo Plan (NCP) and the Australian Studies Centres (ASCs) as public diplomacy in China and found that the ASCs view themselves as facilitators of Australian Studies not an arm of public diplomacy, despite their work contributing toward positive Australia-China relations.
Abstract: This research utilises expert interviews to investigate why the Australian Government funds the New Colombo Plan (NCP) and the Australian Studies Centres (ASCs) as public diplomacy in China. The ASCs have grown with no increase in funding, however, the academics view themselves as facilitators of Australian Studies not an arm of public diplomacy, despite their work contributing toward positive Australia-China relations. Evaluating the efficacy of the ASC’s contribution to public diplomacy is fraught with risk. Some suggest that political activism may backfire when governments explicitly outline their soft power strategies. As the NCP has no longitudinal measurements, this research is an initial review of short-term achievements. However, the external survey with 16% return rate, and just over 50% response rate indicating an intention to act as ambassadors for the program, requires review by the funding department. The opportunity for the Government to send a positive message to China and the stron...

TL;DR: The Australian Aid and Parliament project as mentioned in this paper facilitates exposure visits to aid recipient countries for Australian parliamentarians to advocate on behalf of aid beneficiaries and reveal the potential of advocacy efforts that focus on the direct presence of aid recipients in the experience of elected officials.
Abstract: Advocates of foreign aid in OECD countries navigate a unique form of politics. The beneficiaries of foreign aid spending have little voice in elite level decision-making about aid commitments from OECD countries. Thus foreign aid spending has a form of politics unlike other areas of policy where there is more direct budget accountability with citizens. Scholarly attention has increased on this unusual domestic politics of aid spending yet there remains little examination of the opportunities, challenges and tensions for aid organisations in advocating to elected officials. This article focuses on the case of Australian foreign aid, and the Australian Aid and Parliament project, an initiative of Save the Children. This initiative facilitates exposure visits to aid recipient countries for Australian parliamentarians. Most aid advocacy projects in OECD countries rely on mobilising citizens of those countries to act as a proxy, advocating on behalf of aid beneficiaries. This project reveals the potential of advocacy efforts that focus on the direct ‘presence’ of aid beneficiaries in the experience of elected officials (from donor countries). Yet it also reveals several challenges, and tensions between advocates, about how aid commitments change, and the most effective role for advocacy groups to play.
