TL;DR: In this article, a conceptual sustainable public buildings refurbishment model was created based on sustainable development principles, their consideration in decision making process and model efficiency influencing factors, and practical case study of Vilnius Gediminas Technical University main building pollution mapping is given at the end of the article.
Abstract: Sustainable development principles reaching many spheres of human activities, public buildings refurbishment is not an exemption in this case. Buildings refurbishment supports excellent opportunities to reduce energy consumption in buildings as well as encourages other sustainable refurbishment principles implementation ‐ citizens’ healthcare, environment protection, rational resources use, information about sustainable refurbishment dissemination and stakeholders groups’ awareness. During the pilot refurbishment FP‐6 project Brita in PuBs, authors of this article have developed conceptual sustainable public buildings refurbishment model. Model was created basing on sustainable development principles, their consideration in decision making process and model efficiency influencing factors. In order to demonstrate models’ application possibilities following the healthcare principle, practical case study of Vilnius Gediminas Technical University main building pollution mapping is given at the end of...

TL;DR: A new fuzzy MCDM method based on the concepts of COPRAS (COmplex PRoportional ASsessment) and AHP (Analytical Hierarchy Process) was proposed to evaluate the feasible maintenance strategy.
Abstract: Asset management, as a systematic process of operating, maintaining, and upgrading physical assets, is an important element of decision-making in heavy equipment management and operation. Maintenance strategy selection plays a significant role in mining design. However, the nature of maintenance strategy selection is a complex multi-criteria decision making (MCDM) problem including both tangible and intangible parameters which are often in conflicting with each other. As well as when decision makers are uncertain in determining and defining the ratings and the weights of alternatives and criteria respectively, fuzzy theory provides an appropriate tool to handle the existing uncertainties. In this paper, a new fuzzy MCDM method based on the concepts of COPRAS (COmplex PRoportional ASsessment) and AHP (Analytical Hierarchy Process) was proposed to evaluate the feasible maintenance strategy. The linguistic terms are employed to assess the ratings and weights. Fuzzy AHP is utilized to calculate the w...

TL;DR: In this article, the authors present an analysis of 201 sales transactions from houses situated within half a mile of a 16 turbine wind farm in Cornwall, UK, showing that both noise and flicker from the turbine blades could blight certain property and that the view of countryside enjoyed by the occupier had some value which may be affected by a wind farm.
Abstract: This paper discusses the fi ndings from a UK study to determine the likely impact of a wind farm on house prices using a hedonic pricing model. The Government's commitment to wind power has resulted in a massive increase in the number of wind farms sited in the UK. This has led to concerns that their visual and aural presence could have a negative im- pact on proximate house prices. This paper presents an analysis of 201sales transactions from houses situated within half a mile of a 16 turbine wind farm in Cornwall, UK. Whilst no causal link was established between the presence of the wind farm and house price, there was some evidence to suggest that both noise and fl icker from the turbine blades could blight certain property and that the view of countryside enjoyed by the occupier had some value which may be affected by a wind farm.

TL;DR: The comparative analysis of dwelling maintenance contractors is presented aimed at determining the degree of their utility for users and bidding price of services by applying the method of multicriteria complex proportional assessment.
Abstract: The paper presents the comparative analysis of dwelling maintenance contractors aimed at determining the degree of their utility for users and bidding price of services by applying the method of multicriteria complex proportional assessment. To compare the performance of various maintenance contractors, the data from 15 dwelling maintenance organizations was used. A questionnaire survey of dwelling owners was conducted. Contractors were evaluated by a set of 44 criteria characterizing them from various perspectives. The analysis was made taking into account the standpoints of building owners (clients). The initial weights of qualitative criteria were calculated by expert methods. Then they were coordinated with the calculated values of quantitative criteria using the method of multicriteria complex proportional assessment. Multicriteria analysis of the performance of maintenance contractors allows us to determine the importance of particular contractor characteristics for achieving the aim to mee...

TL;DR: In this paper, the authors examined the general perception of purposively sampled international PPP experts on a set of 15 PPP projects success criteria derived from literature, including effective risk management, meeting output specifications, reliable and quality service operations, adherence to time, satisfying the need for public facility/service, long-term relationship and partnership, and profitability.
Abstract: Public-Private Partnership (PPP) projects success is the ultimate goal of practitioners and government organizations. In this regard, the last decade has seen considerable research into the critical success factors (CSFs) for PPP projects. However, a very important subject which has received very little attention in the normative literature is the success criteria for PPP projects. This paper examines the general perception of purposively sampled international PPP experts on a set of 15 PPP projects success criteria derived from literature. The survey results show that all the success criteria are critical; however seven are very critical. These include: effective risk management; meeting output specifications; reliable and quality service operations; adherence to time; satisfying the need for public facility/service; long-term relationship and partnership; and profitability. The findings of this study are impactful because they inform practitioners on the key measures to consider when evaluating ...
