Abstract: Los gobiernos nacionales hacen importantes esfuerzos para quehacer sus servicios e y informaciones se encuentren disponibles en Internet. Sin embargo, el exito de estos esfuerzos depende, en gran medida, de que tan biencomo los usuarios a los que van dirigidos tales serviciosde e gobierno servicios, los ciudadanos en general, hacen uso de ellos. Porara esta razon, el proposito del presente articulo es de identificar los factores que podrian afectar la adopcion de los servicios de gobierno electronicos,. analizando el caso de Rumania. De acuerdoConforme con la encuesta sobre gobiernos electronicos de UN investigacion E-government realizada de UN en 2008, Rumania esta entre los paises con un nivel medio de desarrollo del E-gobiernogobierno electronico (porcentaje de utilizacion 37%). El portal nacional de Rumania portal nacional – www.guvernare.ro - tiene comopor objeto hacer accesibles progresivamente todos los servicios y la informacion accesible a traves del portal. El estudio es una extension del Modelo de Aceptacion de Tecnologia. El modelo propuesto fue validado con datos recogidos de 481 ciudadanos.

Abstract: Over the past several decades, digital information science has emerged to seek answers to the question: can any technique ensure tamper-resistance and protect the copyright of digital contents by storing, transmitting and processing information encoded in systems where digital content can easily be disseminated through communication channels? Today it is understood that the answer is yes. This paper reviews the theoretical analysis and performance investigation of representative watermarking systems in transform domains and geometric invariant regions. Digital watermarking is a technology of embedding watermark with intellectual property rights into images, videos, audios, and other multimedia data by a certain algorithm. The basic characteristics of digital watermark are imperceptibility, capacity, robustness and false positive of watermarking algorithm and security of the hiding place. Moreover, it is concluded that various attacks operators are used for the assessment of watermarking systems, which supplies an automated and fair analysis of substantial watermarking methods for chosen application areas.

Abstract: Diseases related to poor water and sanitation conditions have over 200 million cases reported annually, causing 5–10 million deaths world-wide. Water quality monitoring has thus become essential to the supply of clean and safe water. Conventional monitoring processes involve manual collection of samples from various points in the distribution network, followed by laboratory testing and analysis. This process has proved to be ineffective since it is laborious, time consuming and lacks real-time results to promote proactive response to water contamination. Wireless sensor networks (WSN) have since been considered a promising alternative to complement conventional monitoring processes. These networks are relatively affordable and allow measurements to be taken remotely, in real-time and with minimal human intervention. This work surveys the application of WSN in environmental monitoring, with particular emphasis on water quality. Various WSN based water quality monitoring methods suggested by other authors are studied and analyzed, taking into account their coverage, energy and security concerns. The work also compares and evaluates sensor node architectures proposed the various authors in terms of monitored parameters, microcontroller/microprocessor units (MCU) and wireless communication standards adopted, localization, data security implementation, power supply architectures, autonomy and potential application scenarios.

Abstract: Global solar radiation (GSR) is an essential parameter for the design and operation of solar energy systems. Long-standing records of global solar radiation data are not available in many places because of the cost and maintenance of the measuring instruments. The major objective of this work is to develop an ANN model for accurately predicting solar radiation. Two ANN models with four different algorithms are considered in the present study. Meteorological data collected for the last 10 years from five different locations across India have been used to train the models. The best ANN algorithm and model are identified based on minimum mean absolute error (MAE) and root mean square error (RMSE) and maximum linear correlation coefficient (R). Further, the present study confirms that prediction accuracy of the ANN model depends on the complete set of data being used for training the network for the intended application. The developed ANN model has a low mean absolute percentage error (MAPE) which ascertains the accuracy and suitability of the model to predict the monthly average global radiation so as to design or evaluate solar energy installations, where the meteorological data measuring facilities are not in place in India.

Abstract: The industrialization of the world, increase in population, slow paced city development and mismanagement of the available parking space has resulted in parking related problems. There is a dire need for a secure, intelligent, efficient and reliable system which can be used for searching the unoccupied parking facility, guidance towards the parking facility, negotiation of the parking fee, along with the proper management of the parking facility. Intelligent Parking Service is a part of Intelligent Transportation Systems (ITS). This paper reviews different Intelligent Parking Services used for parking guidance, parking facility management and gives an insight into the economic analysis of such projects. The discussed systems will be able to reduce the problems which are arising due to unavailability of a reliable, efficient and modern parking system, while the economic analysis technique will help in analyzing the projects' feasibility.
