Abstract: The term "common-property resource" is an example of a term repeatedly used to refer to property owned by a government or by no one. It is also used for property owned by a community of resource users. Such usage leads to confusion in scientific study and policy analysis. In this paper we develop a conceptual schema for arraying property-rights regimes that distinguishes among diverse bundles of rights ranging from authorized user, to claimant, to proprietor, and to owner. We apply this conceptual schema to analyze findings from a variety of empirical settings including the Maine lobster industry.

Abstract: We estimate random-parameter logit models of anglers ' choice of fishing site. The models generalize logit by allowing coefficients to vary randomly over anglers rather than being fixed. The models do not exhIbit the restrictive " independence from irrelevant alternatives property of logit and can represent any substitution pattern. Estimation explicitly accounts for the fact that the variation in coefficients over anglers induces correlation in unobserved utility over trips by the same angler. Willingness-to-pay for improved fish stock and the value to anglers of specific sites are calculated from the models and compared with the estimates obtained from a standard logit model.

Abstract: The marginal values of different open space attributes are tested using a hedonic pricing model with residential sales data from central Maryland. The identification problems that arise due to endogenous land use spillovers and unobserved spatial correlation are addressed using instrumental variables estimation with a randomly drawn subset of the data that omits nearest neighbors. Results show a premium associated with permanently preserved open space relative to developable agricultural and forested lands and support the hypothesis that open space is most valued for providing an absence of development, rather than for providing a particular bundle of open space amenities.

Abstract: This paper examines participation in EPA's 33/50 program to assess the potential for voluntary environmental regulation to achieve improvements in environmental performance The program's goal is to reduce the releases and transfers of 17 toxic chemicals by 50 percent between 1988 and 1995 The results indicate that the program has strong potential because large firms with the greatest toxic releases are most likely to participate The results also identify a demand-based participation incentive, since participation rates are higher in industries with greater consumer contact This suggests that public recognition is key to improving the success of voluntary environmental regulation
