TLDR
In this paper, the authors show that the two strategies are not equal in general and find the connection between a utility maximizing and a mean-variance optimal strategy in a continuous semimartingale model.Abstract:
It is well known that under certain assumptions the strategy of an investor maximizing his expected utility coincides with the mean-variance optimal strategy. In this paper we show that the two strategies are not equal in general and find the connection between a utility maximizing and a mean-variance optimal strategy in a continuous semimartingale model. That is done by showing that the utility maximizing strategy of a CARA investor can be expressed in terms of expectation and the expected quadratic variation of the underlying price process. It coincides with the mean-variance optimal strategy if the underlying price process is a local martingale. Adverse selection and financing of innovation: is there a need for R&D subsidies?
TL;DR: In this paper, the interaction of private and public funding of innovative projects in the presence of adverse-selection based financing constraints is studied, and it is shown that under certain conditions, public R&D subsidies can reduce the financing constraints of technology-based entrepreneurial firms.

Evaluating innovation policy : a structural treatment effect model of R&D subsidies
TL;DR: In this article, the welfare effects of R&D subsidies were studied and a model of continuous optimal treatment with outcome heterogeneity where the treatment outcome depends on applicant investment was developed. And the authors found that the rate of return on subsidies for the agency is 30-50%.
