TL;DR: In this article, the authors propose a theoretical framework for the integrated assessment of water governance that combines a series of conceptual devices, such as a complex definition of water use, a holarchic depiction of coupled water-human systems, the water metabolism of social-ecological systems, a semiotic process of water management, and water availability as a boundary object.

Un desafío al control público: modelo de evaluación aplicable a las políticas y programas de gasto de un organismo público

TL;DR: The idea of evaluación, e.g., as defined in this paper, is an acto politico esencialmente democratic, necesario for mejorar la eficacia del Estado, logrando una mejora asignación de los recursos and, por ende, consiguiendo economias publicas.
