The swift nature of school reform enacted by the new Conservative-led coalition government has sparked debate over the future of state education in Britain. While the government rhetoric suggests a decisive break with past policies, there is evidence to suggest that these reforms constitute the next stage of a long revolution in education reform, centred around neoliberal market discourse. In the following paper, I examine the current government’s education policy discourse and, by employing techniques of post-structuralist discourse analysis, reveal the government’s attempts to rearticulate education around the logics of market, responsibilisation and self-esteem, which act to shift responsibility for social problems from the state to the individual. Furthermore, I shall argue that such rearticulation has been coupled with an ideological fantasy of ‘empowerment’, which conceals the subordination of actors to these neoliberal logics by constituting the parent and, more recently, the teacher as powerful ac...

‘Where you stand depends on where you sit’: the social construction of policy enactments in the (English) secondary school

TL;DR: This paper explored the ways in which two main policies are being enacted, "Behaviour Management" and "Standards and Attainment" in four English secondary schools, and argued that policy type, power and positionality, space and time constraints, as well as different subjectivities render policy enactment a more fragile and unstable process than is sometimes documented in policy analysis and implementation studies.

Education as recovery: neoliberalism, school reform, and the politics of crisis

TL;DR: In this paper, the authors develop a theory of recovery that further elaborates the nature and operation of crisis politics in neoliberal education reform, and call for critical educators, social justice advocates, and communities subjected to crises to refuse the neoliberal terms of recovery and to affirm the collective potential to break the cycle of crisis and recovery so intrinsic to capitalist accumulation.

Varieties of co-production in public services: time banks in a UK health policy context

TL;DR: In this paper, the authors explore possible lines of tension between principles that underpin time banking practices and principles informing the health policy field in the United Kingdom and develop a framework rooted in the logics approach to critical policy analysis with which to track shifts in conceptions of co-production at three nodes situated along the full length of the public service chain.

Hegemony and Socialist Strategy: Towards a Radical Democratic Politics

TL;DR: The authors traces the genealogy of the present crisis in left-wing thought, from stifling of democracy under Marxist-Lenninism and Stalinism to the contemporary emergence of new forms of struggle and reexamines the idea of hegemony, from the formation of the idea in the writings of Lenin and Gramsci, to the expanded and discursive ideas of Foucault to posit a claim for the new possibilities of a radical democracy.

Bureaucracy and representative government

TL;DR: Niskanen as mentioned in this paper developed a formal theory of supply by bureaus and developed a simple theory of the market for public services financed through a representative government; the final section suggests a set of changes to improve the performance of our bureaucratic and political institutions, based both on theory and professional experience.
