TL;DR: In this paper, a method and apparatus for testing the proper operation of the optical elements in the optical detection circuit of an electronic register in an energy meter is presented, and a comparison circuit is provided in which the voltage across a monitor point in circuit with the light emitters and a switching circuit is monitored both before and after each pulse.
Abstract: A method and apparatus for testing the proper operation of the optical elements in the optical detection circuit of an electronic register in an energy meter. The light emitter circuit is periodically pulsed adequately to turn the emitters to the on condition, and a comparison circuit is provided in which the voltage across a monitor point in circuit with the light emitters and a switching circuit is monitored both before and after each pulse. The absence of a voltage change upon pulsing the light emitter circuitry is used to generate a first error or failure signal. The light detector is read prior to each pulse to determine if unprogrammed light is being received prior to the pulsing of the light emitter as an indication of tampering with the accurate reading of the energy meter, and a second error signal is generated in response to unprogrammed light. The first error signal is displayed at the energy meter to the meter reader, while the second error tampering signal is stored and downloaded through an optical link for analysis at the power company.

TL;DR: In this article, a monolithic power meter for submillimeter-wave applications (100 GHz to 10 THz) is presented, which is a large-area bismuth bolometer integrated on a 1.2- mu m-thick dielectric membrane.
Abstract: A novel monolithic power meter has been developed for submillimeter-wave applications (100 GHz to 10 THz). The detector is a large-area bismuth bolometer integrated on a 1.2- mu m-thick dielectric membrane. This approach results in a wide-band, high-responsivity detector. The power meter is simple to fabricate, is inexpensive, and can be easily calibrated using a low-frequency network. Quasi-optical measurements at 90, 140, and 240 GHz show that the bolometer is polarization-independent and could be modeled by a simple transmission line model. Absolute power measurements at 90, 140, and 240 GHz show a +or-5% accuracy and agree well with a calibration Anritsu power meter at 90 GHz. Potential application areas are power calibration, antenna coupling efficiency measurements, and absolute power measurements from solid-state devices and far-infrared lasers at submillimeter wavelengths. Absolute output power measurements on a 220-280 GHz tripler using the quasi-optical power meter are presented as an application example. >

TL;DR: In this paper, an apparatus and method for measuring the consumption of electricity from a mains supply which is either single or multi-phase is described, which can detect when tampering with connections to the supply occurs as for instance, may be done in an attempt to reduce the quantity of energy registered as having been used.
Abstract: An apparatus and method is disclosed for measuring the consumption of electricity from a mains supply which is either single or multi-phase. The apparatus and method of the invention is also able to detect when tampering with connections to the supply occurs as for instance, may be done in an attempt to reduce the quantity of energy registered as having been used. In a meter which takes as inputs signals indicative of the voltage and currents present in the supply a tamper is registered whenever the voltage reading, for instance in one phase of the three-phase supply, is absent while the corresponding current is present. If both voltage and current are absent this is not registered as tampering but may be noted as a fault in the system.

TL;DR: In this paper, an apparatus for disposing a meter register in a default mode of operation includes a microcontroller coupled with a programmable non-volatile memory for automatically disposing the meter register.
Abstract: An apparatus for disposing a meter register in a default mode of operation includes a microcontroller coupled to a programmable non-volatile memory for automatically disposing the meter register in a self-programmed state when the electrical meter containing the meter register is installed for the first time. The self-programmed state is a functional default state and provides a monitoring utility company with accurate customer billing information from the time of installation. Accordingly, a technician responsible for installing the meter in the field need not be familiar with the techniques for programming the meter. If a mode of operation other than the default mode of operation is preferred, the microcontroller can be accessed for disposing the meter in a time-of-use and demand mode of operation or a demand only mode of operation. The microcontroller also provides means for retaining a programmed state of the meter register in the event of a power outage. Thus, when power is again supplied to the meter after an outage, the meter register is again disposed in the last programmed state prior to power failure.

TL;DR: The results of a comparison between absolute and non-absolute versions of a photoacoustic power meter for near millimetre waves in free space are presented in this article, where the absolute meter has been used to calibrate the non absolute meter at 60 and 94 GHz, which can determine power levels of 2 mW with systematic errors of less than 2% and an NEP of 6?W.
Abstract: The results of a comparison between absolute and non-absolute versions of a photoacoustic power meter for near millimetre waves in free space are presented. The absolute meter has been used to calibrate the non-absolute meter at 60 and 94 GHz. This allows the latter to be used as a secondary standard which can determine power levels of 2 mW with systematic errors of less than 2% and an NEP of 6?W. Hz?. The non-absolute meter is a Brewster angle version of the absolute one, and has the advantage of a responsivity which is a slowly varying function of frequency, unlike the absolute meter which has a resonant structure.

Abstract: A method is disclosed for identifying the various equipment (loads) on an electric circuit by non-invasive measurements, i.e. not requiring installation of equipment other than a suitable electric meter, for determining the portion of total consumption attributable to each equipment, and for classifying consumption in tabular form for later use. The method involves making appropriate measurements on the electrical supply current for the circuit to determine the variations in impedence of the circuit loads with time, identifying said loads by determining the portion due to an amplitude effect and the portion due to a phase variation, classifying these applied loads in a table, and calculating the consumed power for each type of previously identified and classified load.

TL;DR: In this paper, the authors proposed an electric energy metering on-line detector which is composed of an open clamp mutual inductor and a matched electrical meter, which is a novel detecting tool for the electrical power system.
Abstract: The utility model relates to an electric energy metering on-line detector. At present, the way that a metering device is used for seeking large error by an electrical power system generally is that the metering device for users needs to be torn down after power cut and the metering device is checked on a special checking table. The way wastes human power and material resources, and results in economic loss after power cut. The electric energy metering on-line detector can detect the error of the metering device in an on-line mode. The utility model is composed of an open clamp mutual inductor and a matched electrical meter. The open clamp mutual inductor is composed of a mutual inductor coil, a moving iron core and an insulated handle. The lateral face is provided with a movable breach which is in a handhold type. After tried out for many times, the utility model which is a novel detecting tool for the electrical power system has the advantages of rapid and accurate measuring, convenient carrying and obvious superiority.

Abstract: PURPOSE: To make uniform a power taken out of the line of a power system to which signals are applied by using a ripple control system to operate the load of the power system, by a method wherein the intervals between the signals are changed. CONSTITUTION: Consumers' wattmeters are made to be perfect by a computer which indicates not only a power taken out of a power supply line, but also a consumption which is weighted in accordance with the respective intervals between signals. This operation is performed by adding an average power which is taken out of the line by the consumer (home or company) in the final interval, always when a ripple signal applied to the power supply line is identified. The operation is performed with a higher frequency in the maximum load state than in the non-maximum load state.
