Abstract: In 1975 the Republic of Botswana took a firm step forward into the field of nationwide integrated land-use planning. Although not initially seen as such, this was one of the many important spin-off effects of the publication of Government White Paper No. 2 of 1975: National Policy on Tribal Grazing Land.1 This policy paper set in motion a process that has deep and far-reaching implications for all land-related issues in Botswana's rural areas. This paper sets out some of the major issues which led to the Tribal Grazing Land Policy (TLGP) and the effects this policy has had on land tenure, land use its planning and administration. A few tentative remarks will be made regarding possible social repercussions. The paper is based on three years of intimate involvement in land-related matters in the Central District. It would probably be inaccurate, however, to suggest that the processes developing in Central District are exactly replicated elsewhere in the country. One of the remarkable outcomes of the first three years of policy implementation is that in a land of such relative socio-economic uniformity there has been such variation in the land-use planning processes from district to district. It should be emphasized here that the purpose of this paper is mainly to record the development of land-use planning in the early years of TGLP implementation. Its viewpoint is definitely from the district level, and its aim is ultimately to press for positive approaches to the problematic effects of the TGLP, rather than to criticize the TGL Policy itself or the way its implementation has been handled thus far. Problems are set down in the hope that they will be seen objectively and overcome wherever possible.

Abstract: With the publication of a White Paper in October 1977, the Prime Minister and the Government have signalled their intention of setting up a new Co‐operative Development Agency at an early date. Assuming that the report's detailed recommendations are followed, then one of the main tasks of the new CDA will be to ‘identify, promote and encourage viable projects to be undertaken on a co‐operative basis.’ At least for the life of this government, support for new co‐operative enterprises seems likely to form part of official policy. The aim of this article is to contribute to this wider re‐opening of the debate about whether co‐operative production offers a practical middle way between private capitalist and state‐owned business. Abstract: Using successive analyses of hospitalized mentally handicapped people from a geographically defined Welsh catchment area, this article attempts to evaluate changes in cohorts of such patients. It suggests the likelihood that the level of hospital accommodation predicted in the White Paper "Better Services for the Mentally Handicapped" will be sufficient.
