Abstract: There is little consensus of common understanding of innovation in bureaucratic organizations; thus, leading to minimal enhancement to the growth and execution of innovation in this sector. It is apparent that practitioners and scholars are not on the same page regarding public sector innovation research. The market innovation literature along with perspectives on public sector innovation showed that within any organization, an innovative culture must be supported by individuals in power. One major challenge for practitioners is to develop systems, processes, and climates that promote and demonstrate innovation and creativity. In other words, the development of a supportive climate for enhancing employees' innovative behaviour and creativity is not an option. While much public sector research is centred on why the public sector should change and what changes should be made, little is known about how to encourage the whole systems towards having greater innovation capacity. Public organizations are constantly under severe pressure to produce more value for their communities. The complex nature of the term innovation particularly in the government made it essential for public services to engage with the concept. In addition, key leadership behaviours and styles for managing and promoting innovation in the public sector is crucial part of this paper. The objective of this paper is to critically review academic publications in innovation and leadership in public sector organizations. From the review and analysis of literature, the paper determines what is required, and what constraints are imposed by organizational and environmental factors to nurturing or fostering a culture of innovation in the government sector. A conceptual framework is gradually developed based on the analysis and knowledge obtained from relevant literature. Hence, the researchers discuss achievable and indispensable factors that might promote or enhance a culture of innovation in the public sector

Abstract: The majority of work engagement studies have been conducted using a quantitative approach with limited attention to the institutional and social contexts. Meanwhile, the role of religion in shaping people’s philosophy and behaviour in life and work has been gaining attention from management researchers. Studies have revealed the positive impact of religiosity on a number of human resources and organizational outcomes. However, few studies treat religious belief as a job or personal resource from a HRM perspective. This study fills part of this research gap by focusing on the relevant factors that may affect work engagement in the Malaysian Islamic context. Drawing on data from 41 semi-structured interviews with mid-ranking professionals from the finance sector, this study responds to calls for more focus on contexts and for deeper qualitative investigations into individual dynamics that concern religiosity and work engagement. It provides evidence that religiosity plays an important role in work engagement. Our findings have implications for people management in organizations that have a diverse workforce representing multiple religions.

Abstract: Employees’ job engagement is a key driver for organizational success and competitive advantage. Based on Kahn’s engagement theory and social exchange theory, the purpose of this paper is to examine the relationships between job engagement, transformational leadership, high-performance human resource (HR) practices, climate for innovation, and contextual performance.,A questionnaire survey, conducted at two different points in time, was employed to collect data from 394 pairs of Vietnamese university academics and their leaders. Data were analyzed by structural equation modeling (SEM) and multilevel SEM using the Statistical Package for Social Science Version 24 and Mplus Version 7.4.,The findings indicated that transformational leadership and high-performance HR practices were key drivers of employees’ job engagement. A climate for innovation contributed effectively to mediate the effect of transformational leadership on employees’ job engagement. Further, employees’ job engagement was positively and significantly related to contextual performance.,The short time lag between the two data collection phases might limit the ability to reach definite causal conclusions. Future research using a longitudinal design is needed to provide stronger validation for the underlying model.,This study is a rare attempt that investigates the process from which employees’ job engagement is generated and contributes to improve contextual performance in the higher education sector.

Abstract: Public sector organisations around the globe consider the development of new ideas and innovation paramount and inevitable. This is attributable to the intense global competition and rapid technological development. Innovation is the successful implementation of ideas and processes to tackle existing problems and develop new opportunities. The in-depth literature review identified leadership behaviours, the impact of organisational climate and culture on innovation, and barriers to overcome in order to promote innovation in the public sector. A conceptual model illustrates the relationships between innovation and other critical concepts identified throughout the paper.

Abstract: Although studies have addressed the factors that affect innovation, the findings have often been unclear and inconclusive. This is because there is no consistent definition of the concept of innovation in the existing literature. In addition, leadership behaviors that promote innovation in the public sector differ considerably from one nation to another. Thus, this study presents a consolidated in-depth literature review and analysis of the innovation and leadership literature that is specific to public sector organizations across nations. The analysis informs the development of a workplace innovation conceptual model specific to the public sector. The findings increase our understanding of how to effectively define innovation and to recognize the way in which leadership behaviors enhance public sector cultures of innovation.

Abstract: Purpose Service quality is considered an organizational performance indicator that largely depends on employees’ attitudes and behaviors. Therefore, the purpose of this study is to examine the mediating effect of employees’ citizenship behaviour (OCB) on the relationship between affective commitment (AC) and service quality (SQ). Design/methodology/approach The current study has relied on two questionnaire surveys to gather cross-sectional data from 800 employees and 400 customers of telecommunications companies in Kuwait. Structural equation modeling via AMOS22 was used to build and test the hypothesized model. Findings The results show that OCB significantly and positively affect SQ dimensions except empathy which demonstrates insignificant association. Also, affective commitment was found to be a strong predictor of OCB. More interestingly, the results show that affective commitment does not show any effect on either responsiveness or empathy, while a partial mediation was found between affective commi...
