Globalization and internationalization are related but not the same thing. Globalization is the context of economic and academic trends that are part of the reality of the 21st century. Internationalization includes the policies and practices undertaken by academic systems and institutions—and even individuals—to cope with the global academic environment. The motivations for internationalization include commercial advantage, knowledge and language acquisition, enhancing the curriculum with international content, and many others. Specific initiatives such as branch campuses, cross-border collaborative arrangements, programs for international students, establishing English-medium programs and degrees, and others have been put into place as part of internationalization. Efforts to monitor international initiatives and ensure quality are integral to the international higher education environment.

The Internationalization of Higher Education: Motivations and Realities

A detailed review of the education sector in Australia as in the data provided by the 2006 edition of the OECD's annual publication, 'Education at a Glance' is presented. While the data has shown that in almost all OECD countries educational attainment levels are on the rise, with countries showing impressive gains in university qualifications, it also reveals that a large of share of young people still do not complete secondary school, which remains a baseline for successful entry into the labour market.

Textbooks are part of an international system of knowledge that affects virtually all intellectual endeavors. The fact is that a relatively small number of countries dominate the world's knowledge system, and this system has an impact on textbooks as well as on other knowledge products. School textbooks are assumed to be a product of a particular nation to be used in its educational system. Textbooks, despite the recent criticism of them in the United States, are virtual icons of education. Textbooks also have an important and rapidly expanding international dimension. In the industrialized nations, textbooks at the elementary and secondary school levels are, on the surface, domestic products. They are prepared to meet the needs of domestic educational systems and are not published for export. Educational policy-makers in the United States are increasingly concerned about how American students rank in comparison with their peers in other countries and what American students are learning in comparison with students abroad.

Textbooks: The International Dimension

The Syrian refugee crisis creates significant challenges for universities because many of the refugees have academic qualifications and may want to pursue academic study once they have been accepted into a host country. This article argues that refugee-students can bring advantages to universities as well as contributing to the economies of host countries in the long run.

The Syrian Refugee Crisis and Higher Education

A a conference on international higher education held in Washington, D.C. on December 3 and 4, 1998, there was general agreement on the similarity in the central issues facing higher education around the world. Organized by the Institute of International Education (IIE) and the Council on International Exchange of Scholars (CIES)-the Fulbright Program, the meeting brought together nine key experts from around the world to discuss current and future trends in higher education. The group responded to a theme paper prepared by Philip Altbach, director of the Center for International Higher Education at Boston College, and Todd Davis, research director at the IIE. The paper can be found in this issue of IHE. The conference featured one day of discussions of major trends and developments with a larger group of Washington-area policymakers and international education experts. Among the groups represented were the Inter-American Development Bank, the U.S. Department of Education, the German Academic Exchange Service (DAAD), the Organization of American States, the U.S. Information Agency, and others.
