Globalization and internationalization are related but not the same thing. Globalization is the context of economic and academic trends that are part of the reality of the 21st century. Internationalization includes the policies and practices undertaken by academic systems and institutions—and even individuals—to cope with the global academic environment. The motivations for internationalization include commercial advantage, knowledge and language acquisition, enhancing the curriculum with international content, and many others. Specific initiatives such as branch campuses, cross-border collaborative arrangements, programs for international students, establishing English-medium programs and degrees, and others have been put into place as part of internationalization. Efforts to monitor international initiatives and ensure quality are integral to the international higher education environment.

The Internationalization of Higher Education: Motivations and Realities

A detailed review of the education sector in Australia as in the data provided by the 2006 edition of the OECD's annual publication, 'Education at a Glance' is presented. While the data has shown that in almost all OECD countries educational attainment levels are on the rise, with countries showing impressive gains in university qualifications, it also reveals that a large of share of young people still do not complete secondary school, which remains a baseline for successful entry into the labour market.

Politics has traditionally been a major concern of students. They manifest their concern in student political parties, movements, and organizations on local and national levels. Student political activity arouses national interest when street-cars are overturned, the educational system disrupted, or occasionally, when direct revolutionary action is taken. Governments in Turkey and Korea have been overthrown by students in recent years and Japan, Burma, Columbia, and other nations have been shaken by student demonstrations. Less dramatic, yet of importance, are the various international student and youth organizations which encompass practically all of the large national student movements. Furthermore, these international organizations reflect the concerns of national groups and at times provide them with ideological and political impetus. An analysis of the international student movement can provide some crucial information about student politics. The international student movement provides a substantial number of students with political and organizational experience, which is especially valuable in many of the developing nations. It gives an opportunity for exchanges of attitudes and ideas among students from many nations. The movement is also a battlefield in the Cold War. Both Russia and the United States, and more recently the Chinese and French, contend for the ideological and political loyalties of the world's students. They recognize the influence of this group in the political life of many nations. The ideological struggle of the Cold War is fought in microcosm in the international student movement. Occasion-

The academic profession faces significant challenges everywhere the implications of globalization, massification, privatization, and financial problems, among others shape the working conditions of the professoriate. The situation in central and Eastern Europe is especially problematical. Not only are universities facing the problems experienced elsewhere, the region has recently undergone the economic, political, and cultural dislocations brought by the collapse of the Soviet system and its replacement by capitalism. As a result, there is no other world region where higher education is as much in turmoil. These three analyses, dealing with Russia, Bulgaria, and Poland, provide insights into how the academic profession is affected by both university change and massive social dislocation. The situation is not a happy one, and it is a tribute to the academic community that the universities are surviving in difficult circumstances. It is not clear how the professoriate will in the long term be affected by the strains evident in central and Eastern Europe. In Russia especially, financial pressures are just one element of a deteriorating academic situation. Academic freedom is threatened, and the traditional strength of the academic system and its research base is being weakened. A new private sector has emerged, and it is not clear how the academic profession will adapt to these new conditions. Poland, and to a lesser extent Bulgaria, have made the transition more successfiilly, although again the academic systems remain in a somewhat transitional state. One thing is clear the future of higher education in central and Eastern Europe depends on a strong professoriate. This set of articles stems from a research project on the academic profession in developing and middle income countries. Other analyses of developing countries can be found in Philip G. Altbach, ed., The Decline of the Guru: The Academic Profession in Developing Countries (New York: Palgrave, 2003). This project was funded by the Ford Foundation, and it is related to an earlier issue of Higher Education on "The Changing Academic Workplace" (Vol. 41, No. 1-2, 2001).
