Government response to Hurricane Katrina revealed organizational and performance issues, which the author analyzes. He also analyzes and reviews federal government organizational changes related to homeland security, and examines several proposals, made in Katrina's aftermath by policymakers, for reorganization. A management approach for use in homeland security organizing's ongoing process is presented that is rooted in adaptive management.

To evaluate the current status of communication and fundraising strategies on the Internet, a stratified random sample of the Chronicle of Philanthropy’s Philanthropy 400 was content-analyzed in mid-January 2005. Web sites were coded on variables identified in practitioner and scholarly literature on issues of accountability, fundraising practices, and interactive communication strategies. Chi-square analysis found that the top nonprofit organizations included copies of their annual reports, organizational goals, and mission statements, while second-tier organizations were more likely to use a sales approach by using e-commerce technology and terminology to process online donations.

Exploring consumers perceived risk and trust for mobile shopping: A theoretical framework and empirical study

M-commerce (mobile commerce) has been gaining popularity as the smartphones proliferated and the high speed mobile data networks become increasingly ubiquitous in the recent years. This study attempts to identify the unique marketing context and features of m-commerce as compared to e-commerce, and to explore how consumers' demographic differences may affect their concerns for information privacy (CFIP) in the context of m-commerce. The APCO model (Antecedents → Privacy Concerns → Outcomes) is used as a framework to help derive our research model. Two perspectives about m-commerce are explored. The m-commerce consumers' demographic differences and their concerns over privacy are analyzed, based on a survey of 278 mobile phone users in U.S. It has been found that the consumers' demographic differences have varying degrees of impact on their concerns for information privacy in the context of m-commerce. These varying degrees of privacy concerns need to be addressed to ensure the healthy growth in m-commerce.

Mobile Commerce and Consumer Privacy Concerns

Mobile payment is quickly changing consumers’ spending patterns and payment habits. Many empirical studies have been conducted globally in the last decade about consumers’ mobile payment behavior. To analyze and synthesize the findings, a meta-analysis is conducted to build consensus about what factors significantly affect consumers’ mobile payment behavior. Overall, it is found that there is a high level of consensus among researchers that these factors, including perceived usefulness, perceived risk, social influence, trust and perceived ease of use, have significant impact over consumers’ intention to use mobile payment. While our meta-analysis supports most findings revealed in previous studies, there are also findings that cannot be supported. In addition, the place where consumers live is identified as a new factor that could potentially affect consumers mobile payment behavior. The practical significance of the current study is that consumers’ spending habit is difficult to change but can be adapted through careful design and awareness training around these significant factors. To encourage consumers’ adoption of mobile payment, especially in Western countries like US, the factors such as perceived usefulness, perceived risk, social influence, trust and perceived ease of use must be carefully considered and incorporated into mobile payment products and marketing campaigns.

Utilizing the Internet as a Competitive Tool for Non-Profit Organizations

There has been little empirical research about consumer information privacy concerns in the context of mobile commerce. This article explores the relationships between mobile phone users’ characteristics and their information privacy concerns from a cross-cultural perspective by analyzing the mobile phone consumers in the United States and Korea. The study collected a total of 540 usable responses, including 276 U.S. responses and 264 Korean responses. Analyses revealed that Koreans were much more active in mobile commerce activities. In general, the U.S. sample expressed significantly higher levels of information privacy concerns than those of the Korean sample. The number of years of mobile commerce experience seems to have little impact on the privacy concerns of Americans. Income does not seem to have any bearing in Americans’ mobile commerce activities.
