Linkages between vulnerability, resilience, and adaptive capacity

Drought is a complex natural hazard that impacts ecosystems and society in many ways. Many of these impacts are associated with hydrological drought (drought in rivers, lakes, and groundwater). It is, therefore, crucial to understand the development and recovery of hydrological drought. In this review an overview is given of the current state of scientific knowledge of definitions, processes, and quantification of hydrological drought. Special attention is given to the influence of climate and terrestrial properties (geology, land use) on hydrological drought characteristics and the role of storage. Furthermore, the current debate about the use and usefulness of different drought indicators is highlighted and recent advances in drought monitoring and prediction are mentioned. Research on projections of hydrological drought for the future is summarized. This review also briefly touches upon the link of hydrological drought characteristics with impacts and the issues related to drought management. Finally, four challenges for future research on hydrological drought are defined that relate international initiatives such as the Intergovernmental Panel on Climate Change (IPCC) and the ‘Panta Rhei’ decade of the International Association of Hydrological Sciences (IAHS). Understanding, management and modelling of urban hydrology and its consequences for receiving waters: A state of the art

This paper reviews state-of-the-art empirical, hydrodynamic and simple conceptual models for determining flood inundation. It explores their advantages and limitations, highlights the most recent advances and discusses future directions. It addresses how uncertainty is analysed in this field with the various approaches and identifies opportunities for handling it better. The aim is to inform scientists new to the field, and help emergency response agencies, water resources managers, insurance companies and other decision makers keep up-to-date with the latest developments. Guidance is provided for selecting the most suitable method/model for solving practical flood related problems, taking into account the specific outputs required for the modelling purpose, the data available and computational demands. Multi-model, multi-discipline approaches are recommended in order to further advance this research field. This paper reviews state-of-the-art flood inundation models.It explores their advantages and limitations.It highlights the most recent advances and discusses future directions.It addresses how uncertainty is analysed and identifies opportunities for handling it better.

Flood inundation modelling

This paper describes the development of Whole Life Costing application to urban drainage management. We report on the development of the methodology that incorporates the ability to bring together hydraulic and asset performance modelling with the costs of providing and maintaining service provision. A software platform has been specifically developed to provide an integrative mechanism to achieve this and to allow the investigation of alternative decisions. Importantly this approach is based on the use of Key Performance Indicators (KPls) and is carried out over an extended time period, typically 50 years. Whole Life Costing approaches on which this methodology is based, have been shown to offer an ideal platform to integrate the analyses of urban drainage systems with the costs associated with a particular management and operation regime and to link this with levels of service requirements and investment strategies. This provides tools that take account of system behaviour, performance and regulation within a sensible economic and engineering framework ensuring that the expenditure on service delivery by service providers is effective and efficient.

Design of a graphical framework for simple prototyping of pluvial flooding cellular automata algorithms

This paper presents the process of constructing a flood risk map in Taipei City. The study calculates the social vulnerability index (SVI) for flooding at a district level, based on five factors including (1) female population (2) alone living elderly (3) low-income households (4) household income and (5) household possessions. The index is determined according to the factor ratios in a district comparing to the statistical average across Taipei City. By combining the SVI with spatial varied flood potential information simulated by a hydraulic model, the flood risk index is obtained for district level that has an area of about 0.2 km2. Results show that the flood risk in Taipei City changed from 2002 to 2010 due to changes in the demographic structure. During the period from 2002 to 2004, the most obvious change of flood risk occurred in the Wanhua district due to the increase in the ratio of household possessions, which escalated the vulnerability to flooding. Between 2005 and 2007, the ratio of household possessions dropped in the Nankang district such that the flood risk reduced mostly in the region.
