Abstract
U promjenama modela zastite podrucja uocava se postupno udaljavanje od primarnih ciljeva ocuvanja prirode u korist održivog razvoja. ” Top-down” imenovanje zasticenog podrucja mora u cresko-losinjskom akvatoriju i nedostatak komunikacije s lokalnom zajednicom uzrokovali su otpor prema primarnim ciljevima ocuvanja dobrih dupina, kao vrste s međunarodnim statusom zastite. Potaknut negativnim reakcijama lokalnog stanovnistva, Državni zavod za zastitu prirode izmijenio je prvotni prijedlog zastite podrucja iz strože kategorije posebnog zooloskog rezervata u moru u blažu kategoriju regionalnog parka, cime su ciljevi ocuvanja bioloske raznolikosti marginalizirani. Konflikt između lokalnih interesa i zastite prirode ostao je nerijeseno pitanje koje zahtijeva da donosioci odluka potpuno surađuju s lokalnom zajednicom ili da se suoce s ozbiljnim sukobima na lokalnoj razini, ali i mogucom cenzurom na međunarodnoj razini. Situacija s cresko-losinjskim zasticenim podrucjem mora ilustrira probleme vezane uz uravnoteženje međunarodnih obaveza sa željama za lokalni razvoj.
