Let cognitive users with high delay demanding avoid to participate in the high complexity competition of the channel or easier to get more bandwidth, in which cognitive users have a bigger transmission rate.
The cognitive ability is a cost efficient manner to increase available bandwidth but requires an adaptive bandwidth management mechanism to deal with dynamics of primary users' activities.

In other words availability of higher bandwidth in Cognitive radio can be utilized either to increase the actual data rate (Yet maintain the BER) or to improve the BER performance & maintain the original data rate.
In the context of cognitive radio, a substantial increase in throughput is possible if the secondary user can make smart decisions regarding which channel to sense and when or how often to sense.
However, when the number of the cognitive users in each cluster increases, the bandwidth for reporting the sensing results to the cluster head will be very enormous.
