We study the role of establishment-speci…c wage premiums in generating recent increases in West German wage inequality. Models with additive …xed eects for work- ers and establishments are …t in four sub-intervals spanning the period from 1985 to 2009. We show that these models provide a good approximation to the wage struc- ture and can explain nearly all of the dramatic rise in West German wage inequality. Our estimates suggest that the increasing variability of West German wages has arisen from a combination of rising heterogeneity between workers, rising variability in the wage premiums at dierent establishments, and increasing assortativeness in the as- signment of workers to plants. In contrast, the idiosyncratic job-match component of wage variation is small and stable over time. Decomposing changes in mean wages between dierent education groups, occupations, and industries, we …nd that increas- ing plant-level heterogeneity and rising assortativeness in the assignment of workers to establishments explain a large share of the rise in inequality along all three dimensions.

The Undereducated American

Scholars claim that precarious employment is rising. The precariously employed earn low wages, have little job- and income security and occupy jobs that can generally be deemed low quality. These employees are at a disproportionally high risk of poverty and are at risk of detrimental psychological effects. Despite the salience of the issue, precarious employment remains an elusive concept and has proven difficult to measure directly. Instead, measurement tends to rely on non-integrated indicators and proxies, thus introducing significant issues concerning the validity of found results. This paper proposes two integrated indicators for specific aspects of precarious employment. Indicator 1 focuses on income insecurity and is constructed using wage, supplementary income and unemployment benefit entitlements. Indicator 2 focuses on job insecurity and is constructed using contract type and unemployment duration. Additionally, to check for the coexistence of job- and income insecurity at the individual level and give a more holistic picture of precarious employment, Indicators 1 and 2 are integrated. First, previous research on precarious employment and job insecurity is reviewed to bolster the indicators’ validity. Second, the indicators are constructed using an approach grounded in crisp-set theory and data from the Dutch “Organisatie Strategisch Arbeidsmartkonderzoek” labor supply panel. Finally, the indicators are tested by assessing precarious employment over time, by educational level, sector and immigrant status.

Measuring Precarious Employment: a Proposal for Two Indicators of Precarious Employment Based on Set-Theory and Tested with Dutch Labour Market-Data

We estimate impacts on earnings and employment of the two primary adult workforce support and training programs under the U.S. Workforce Investment Act (WIA) using administrative data on 160,000 participants from 12 states for up to four years following program entry. We find that participants in the WIA Adult program, who typically enter with poor work histories, realize improved employment levels and increased average quarterly earnings of several hundred dollars. Earnings gains for Dislocated Worker program participants are appreciably smaller, although these participants do experience employment gains. I38, J08, J24

Do Public Employment and Training Programs Work

We study the job training provided under the US Workforce Investment Act (WIA) to adults and dislocated workers in two states. Our substantive contributions center on impacts estimated non-experimentally using administrative data. These impacts compare WIA participants who do and do not receive training. In addition to the usual impacts on earnings and employment, we link our state data to the Longitudinal Employer Household Dynamics (LEHD) data at the U.S. Census Bureau, which allows us to estimate impacts on the characteristics of the firms at which participants find employment. We find moderate positive impacts on employment, earnings and desirable firm characteristics for adults, but not for dislocated workers. Our primary methodological contribution consists of assessing the value of the additional conditioning information provided by the LEHD relative to the data available in state Unemployment Insurance (UI) earnings records. We find that value to be zero.
