The Theory of Island Biogeography

New evidence and consensus has led to further revision of the McDonald Criteria for diagnosis of multiple sclerosis. The use of imaging for demonstration of dissemination of central nervous system lesions in space and time has been simplified, and in some circumstances dissemination in space and time can be established by a single scan. These revisions simplify the Criteria, preserve their diagnostic sensitivity and specificity, address their applicability across populations, and may allow earlier diagnosis and more uniform and widespread use.

Regression Diagnostics: Identifying Influential Data and Sources of Collinearity

The 2010 McDonald criteria for the diagnosis of multiple sclerosis are widely used in research and clinical practice. Scientific advances in the past 7 years suggest that they might no longer provide the most up-to-date guidance for clinicians and researchers. The International Panel on Diagnosis of Multiple Sclerosis reviewed the 2010 McDonald criteria and recommended revisions. The 2017 McDonald criteria continue to apply primarily to patients experiencing a typical clinically isolated syndrome, define what is needed to fulfil dissemination in time and space of lesions in the CNS, and stress the need for no better explanation for the presentation. The following changes were made: in patients with a typical clinically isolated syndrome and clinical or MRI demonstration of dissemination in space, the presence of CSF-specific oligoclonal bands allows a diagnosis of multiple sclerosis; symptomatic lesions can be used to demonstrate dissemination in space or time in patients with supratentorial, infratentorial, or spinal cord syndrome; and cortical lesions can be used to demonstrate dissemination in space. Research to further refine the criteria should focus on optic nerve involvement, validation in diverse populations, and incorporation of advanced imaging, neurophysiological, and body fluid markers.

Choice Modelling- An Exercise in Environmental Valuation

The emergence of water markets has heralded the prospect of increased efficiency in the use of the resource for extractive purposes. However, water markets have not encompassed all elements of demand for the resource. Notably, demands for the environmental public goods provided by river flows have not been revealed in markets. State Governments have instituted regulations requiring ‘environmental flows’ to be quarantined from the market allocation process. This policy has triggered negative responses from irrigators and conservationists. Lobby groups have found that the process of determining environmental flows is a prospective site for rent seeking. To avoid policy being driven by rent seeking, information on the costs and benefits of environmental flows is useful. Whereas the costs of environmental flows are readily assessed through reference to market data on irrigators’ surpluses foregone, the benefits must be estimated through the use of non-market, stated preference valuation techniques. These techniques — including contingent valuation and choice modelling — remain controversial. Some argue that they should not be used on ethical grounds. Others argue that they cannot be used on technical grounds. These arguments are discussed in this paper, using the context of the water policy debate. The evidence is that stated preference techniques are being used, and applications have been performed in Australia in the context of riverine health. However their use remains restricted relative to the scale of the Australian natural resource management task. Some possible explanations for this limited up-take are provided along with some suggested ways forward.

Environmental Values and Water Policy

Estimates of environmental values are frequently required as inputs to cost-benefit analyses when evaluating alternative options for managing natural resources. One strategy to avoid the high cost of conducting empirical work when non-market values are involved is to use value estimates from an existing source study and to transfer them to the target context of interest (a practice known as benefit transfer). However, the transfer of values is subject to a host of potential errors and could lead to significant overestimation or underestimation of welfare change. The present paper reports the results of a choice modelling study in which household values for the impacts of land and water degradation in Australia are estimated. A key objective of the present study was to test the validity of transferring estimates derived in a national context to different regional contexts. On the basis of these test results, inferences are made about the impact that differing contexts have on value estimates. The scale of value differences across the different contexts provides a guide for calibrating benefit transfer estimates.

Towards the Development of a Transferable Set of Value Estimates for Environmental Attributes

According to neoclassical economic theory, the only stated preference elicitation format that can feasibly be employed in field studies to which truthful response can be the dominant strategy for all respondents is a single binary choice between the status quo and one alternative. In studies where the objective is estimation of preferences for multiple attributes of a good, it is preferred (and, in some cases, necessary) based on econometric considerations, to present respondents with a sequence of choice tasks. Economic theory predicts that utility-maximising respondents may find it optimal to misrepresent their preferences in this elicitation format. In this paper, the effect on stated preferences of expanding the number of choice tasks per respondent from one to four is tested using a split sample treatment in an attribute-based survey relating to the undergrounding of overhead electricity and telecommunications wires in the Australian Capital Territory. We find evidence to suggest that presenting multiple choice tasks per respondent decreases estimates of total willingness to pay and that this effect is related to the ordering of cost levels presented over the sequence of choice tasks. Two behavioural explanations can be advanced - a weak cost minimisation strategy, which implies divergence between stated and true preferences, and a 'good deal / bad deal' heuristic, in which stated preferences reflect true preferences that change over the course of the sequence of choice tasks. Preferences stated in the first of a sequence of choice tasks are not significantly different from those stated in the incentive compatible single binary choice task. A key objective of future research will be to establish whether this effect becomes less prevalent as the number of attributes and alternatives per choice task are increased.
