This paper is the outcome of a community initiative to identify major unsolved scientific problems in hydrology motivated by a need for stronger harmonisation of research efforts. The procedure involved a public consultation through online media, followed by two workshops through which a large number of potential science questions were collated, prioritised, and synthesised. In spite of the diversity of the participants (230 scientists in total), the process revealed much about community priorities and the state of our science: a preference for continuity in research questions rather than radical departures or redirections from past and current work. Questions remain focused on the process-based understanding of hydrological variability and causality at all space and time scales. Increased attention to environmental change drives a new emphasis on understanding how change propagates across interfaces within the hydrological system and across disciplinary boundaries. In particular, the expansion of the human footprint raises a new set of questions related to human interactions with nature and water cycle feedbacks in the context of complex water management problems. We hope that this reflection and synthesis of the 23 unsolved problems in hydrology will help guide research efforts for some years to come.

Drought in a human-modified world : reframing drought definitions, understanding, and analysis approaches

The Sustainable Development Goals (SDGs) of the United Nations Agenda 2030 represent an ambitious blueprint to reduce inequalities globally and achieve a sustainable future for all mankind. Meeting the SDGs for water requires an integrated approach to managing and allocating water resources, by involving all actors and stakeholders, and considering how water resources link different sectors of society. To date, water management practice is dominated by technocratic, scenario-based approaches that may work well in the short term but can result in unintended consequences in the long term due to limited accounting of dynamic feedbacks between the natural, technical, and social dimensions of human-water systems. The discipline of sociohydrology has an important role to play in informing policy by developing a generalizable understanding of phenomena that arise from interactions between water and human systems. To explain these phenomena, sociohydrology must address several scientific challenges to strengthen the field and broaden its scope. These include engagement with social scientists to accommodate social heterogeneity, power relations, trust, cultural beliefs, and cognitive biases, which strongly influence the way in which people alter, and adapt to, changing hydrological regimes. It also requires development of new methods to formulate and test alternative hypotheses for the explanation of emergent phenomena generated by feedbacks between water and society. Advancing sociohydrology in these ways therefore represents a major contribution toward meeting the targets set by the SDGs, the societal grand challenge of our time.

Sociohydrology : Scientific Challenges in Addressing the Sustainable Development Goals

Over recent decades, the global population has been rapidly increasing and human activities have altered terrestrial water fluxes to an unprecedented extent. The phenomenal growth of the human footprint has significantly modified hydrological processes in various ways (e.g. irrigation, artificial dams, and water diversion) and at various scales (from a watershed to the globe). During the early 1990s, awareness of the potential for increased water scarcity led to the first detailed global water resource assessments. Shortly thereafter, in order to analyse the human perturbation on terrestrial water resources, the first generation of largescale hydrological models (LHMs) was produced. However, at this early stage few models considered the interaction between terrestrial water fluxes and human activities, including water use and reservoir regulation, and even fewer models distinguished water use from surface water and groundwater resources. Since the early 2000s, a growing number of LHMs have incorporated human impacts on the hydrological cycle, yet the representation of human activities in hydrological models remains challenging. In this paper we provide a synthesis of progress in the development and application of human impact modelling in LHMs. We highlight a number of key challenges and discuss possible improvements in order to better represent the human-water interface in hydrological models.

Human–water interface in hydrological modelling : current status and future directions

Concerns about the water–energy–food (WEF) nexus have motivated many discussions regarding new approaches for managing water, energy and food resources. Despite the progress in recent years, there remain many challenges in scientific research on the WEF nexus, while implementation as a management tool is just beginning. The scientific challenges are primarily related to data, information and knowledge gaps in our understanding of the WEF inter-linkages. Our ability to untangle the WEF nexus is also limited by the lack of systematic tools that could address all the trade-offs involved in the nexus. Future research needs to strengthen the pool of information. It is also important to develop integrated software platforms and tools for systematic analysis of the WEF nexus. The experience made in integrated water resources management in the hydrological community, especially in the framework of Panta Rhei, is particularly well suited to take a lead in these advances.

Challenges in operationalizing the water–energy–food nexus

In 2013, the International Association of Hydrological Sciences (IAHS) launched the hydrological decade 2013–2022 with the theme “Panta Rhei: Change in Hydrology and Society”. The decade recognizes the urgency of hydrological research to understand and predict the interactions of society and water, to support sustainable water resource use under changing climatic and environmental conditions. This paper reports on the first Panta Rhei biennium 2013–2015, providing a comprehensive resource that describes the scope and direction of Panta Rhei. We bring together the knowledge of all the Panta Rhei working groups, to summarize the most pressing research questions and how the hydrological community is progressing towards those goals. We draw out interconnections between different strands of research, and reflect on the need to take a global view on hydrology in the current era of human impacts and environmental change. Finally, we look back to the six driving science questions identified at the outset of Panta Rhei, to quantify progress towards those aims.

Anthropogenic impacts on water resources in Russia, Ukraine, and Belarus after the collapse of the Soviet Union are considered. Estimates of water consumption and its dynamics since 1990 are given. Current changes in the state of water resources are characterized. Differences in the efficiency of water consumption in the countries under consideration are demonstrated.

Comparative analysis of anthropogenic impact on water resources in Russia, Belarus, and Ukraine in the post-soviet period

A retrospective review of the current scientific publications on the problems of water protection zones at water bodies is given. The content of regulations on water protection zone in the RF Water Code 2006 now in force is interpreted. The legislations regarding the establishment of water protection zones and riparian buffer strips at water bodies in Russia and other countries are compared and analyzed. The technologies and specifics of the development of geoinformation system “Water Protection Zone and Riparian Buffer Strip of a Water Body” are demonstrated as applied to determining the boundary of the water protection zone and riparian buffer strip for the Uglich Reservoir. Assessment of the anthropogenic load onto a drainage basin within the water protection zone of the Uglich Reservoir and a method for geoecological zoning of its territory are considered as an example.
