TL;DR: The evidence suggests that simply reducing or increasing the severity of criminal penalties for cannabis use has little, if any, effect on rates of cannabis use as discussed by the authors, and that it would be premature to act on the available evidence because of the possibility that the association between cannabis use and psychosis is explained by uncontrolled residual confounding.
