Abstract: A better understanding of processes that shape farmers’ adaptation to climate change is critical to identify vulnerable entities and to develop well-targeted adaptation policies. However, it is currently poorly understood what determines farmers’ adaptation and how to measure it. In this study, we develop an activity-based adaptation index (AAI) and explore the relationship between socioeconomic variables and farmers’ adaptation behavior by means of an explanatory factor analysis and a multiple linear regression model using latent variables. The model was tested in six villages situated in two administrative wards in the Morogoro region of Tanzania. The Mlali ward represents a system of relatively high agricultural potential, whereas the Gairo ward represents a system of low agricultural potential. A household survey, a rapid rural appraisal and, a stakeholder workshop were used for data collection. The data were analyzed using factor analysis, multiple linear regression, descriptive statistical methods and qualitative content analysis. The empirical results are discussed in the context of theoretical concepts of adaptation and the sustainable livelihood approach. We found that public investment in rural infrastructure, in the availability and technically efficient use of inputs, in a good education system that provides equal chances for women, and in the strengthening of social capital, agricultural extension and, microcredit services are the best means of improving the adaptation of the farmers from the six villages in Gairo and Mlali. We conclude that the newly developed AAI is a simple but promising way to capture the complexity of adaptation processes that addresses a number of shortcomings of previous index studies.

Abstract: The concept of barriers is increasingly used to describe the obstacles that hinder the planning and implementation of climate change adaptation. The growing literature on barriers to adaptation reveals not only commonly reported barriers, but also conflicting evidence, and few explanations of why barriers exist and change. There is thus a need for research that focuses on the interdependencies between barriers and considers the dynamic ways in which barriers develop and persist. Such research, which would be actor-centred and comparative, would help to explain barriers to adaptation and provide insights into how to overcome them.

Abstract: This article examines the macroeconomic impact of the first round of quantitative easing (QE) by the Bank of England. We attempt to quantify the effects of these purchases by focusing on the impact of lower long-term interest rates on the wider economy. We use three different models to estimate the impact of QE on output and inflation: a large Bayesian vector autoregression (VAR), a change-point structural VAR and a time-varying parameter VAR. Our estimates suggest that QE may have had a peak effect on the level of real GDP of around and a peak effect on annual CPI inflation of about % points.

Abstract: Micro-health insurance (MHI) has been identified as a possible interim solution to foster progress towards Universal Health Coverage (UHC) in low- and middle- income countries (LMICs). Still, MHI schemes suffer from chronically low penetration rates, especially in sub-Saharan Africa. Initiatives to promote and sustain enrolment have yielded limited effect, yet little effort has been channelled towards understanding how such initiatives are implemented. We aimed to fill this gap in knowledge by examining heterogeneity in implementation outcomes and their moderating factors within the context of the Redesigned Community Health Fund in the Dodoma region in Tanzania. We adopted a mixed-methods design to examine implementation outcomes, defined as adoption and fidelity of implementation (FOI) as well as their moderating factors. A survey questionnaire collected individual level data and a document review checklist and in-depth interview guide collected district level data. We relied on descriptive statistics, a chi square test and thematic analysis to analyse our data. A review of district level data revealed high adoption (78%) and FOI (77%) supported also by qualitative interviews. In contrast, survey participants reported relatively low adoption (55%) and FOI (58%). Heterogeneity in adoption and FOI was observed across the districts and was attributed to organisational weakness or strengths, communication and facilitation strategies, resource availability (fiscal capacity, human resources and materials), reward systems, the number of stakeholders, leadership engagement, and implementer’s skills. At an individual level, heterogeneity in adoption and FOI of scheme components was explained by the survey participant’s level of education, occupation, years of stay in the district and duration of working in the scheme. For example, the adoption of job description was statistically associated with occupation (p = 0.001) and wworking in the scheme for more than 20 months had marginal significant association with FOI (p = 0.04). The study demonstrates that assessing the implementation processes helps to detect implementation weaknesses and therefore address such weaknesses as the interventions are implemented or rolled out to other settings. Attention to contextual and individual implementer elements should be paid in advance to adjust implementation strategies and ensure greater adoption and fidelity of implementation.
