Abstract: This study aims to provide input for the process of monitoring and evaluating the Lei de Cotas [Quota Law] (Law No. 12.711/2012) by investigating changes in the socioeconomic and racial profiles of the student body of federal higher education institutions (Ifes) from 2012 to 2016. To do so, we developed an exploratory analysis of the profile of incoming students, enrolled in undergraduate courses in Ifes, based on data from the Higher Education Census (2012-2016) and the Exame Nacional do Ensino Medio [National High School Exam] (2011-2015). Our results suggest that the Lei de Cotas has produced inclusive results on most of the Ifes in Brazil (with contradictory effects on some), especially among newcomers from the public network system and the self-declared black, pardo and indigenous peoples.

Abstract: RESUMO O artigo apresenta e debate as analises de valor acrescentado, eficacia diferencial e equidade social realizadas atraves da aplicacao de modelo multinivel (UF, municipio, escola, aluno) aos dados longitudinais de estudantes que fizeram a Prova Brasil 2011, no 5 o ano, e a Prova Brasil 2015, no 9 o ano do ensino fundamental. Estimou-se a contribuicao da escola brasileira em tres dimensoes: promocao da aprendizagem em Lingua Portuguesa e Matematica, no periodo de 2011 a 2015 (valor acrescentado); influencia diferenciada nas aprendizagens ocorridas durante o periodo em analise, tendo como referencia o nivel de conhecimento dos alunos a entrada, no 5o ano (eficacia diferencial); e influencia diferenciada nas aprendizagens ocorridas durante esse periodo, tendo como referencia o nivel socioeconomico dos alunos (equidade social). Foram testadas ainda variaveis sociodemograficas do aluno, tais como sexo, cor/raca, situacao face ao trabalho e se a mae e ou nao alfabetizada. O artigo apresenta resultados inovadores de eficacia educacional no Brasil, mostrando que, ao contrario do que consta na literatura internacional, a magnitude do indicador de valor acrescentado e similar a encontrada em estudos em paises desenvolvidos. Os resultados confirmam o conhecimento acumulado sobre o desempenho escolar dos alunos por nivel socioeconomico, sexo e cor/raca.

Abstract: The education quality issue in Brazil is emphasized by the Law of Guidelines and Bases of Education. The evaluation of higher education has been highlighted among the educational policies by the creation of periodic evaluations of institutions and higher education courses, which has started with the beginning of annual national examinations. The evaluation of the students' performance in Brazilian education is an evaluation method implemented since the mid-90. Initially, it was operated by the National Examination Course, and it was consisted of eight yearly exams during the period of 1996-2003, it was recast with the deployment of National Examination Performance of Students, which is part of the National System of Evaluation of the Higher Education, established by the Law no. 10.861/2004. The two evaluation experiences of academic performance are objects of thorough observation in this paper, based on the principles of equity and mandatory described in the Constitution of the Federative Republic of Brazil.

Abstract: RESUMO Visando a mapear e caracterizar iniciativas relacionadas as avaliacoes em larga escala em desenvolvimento nos municipios brasileiros, desenvolveu-se uma pesquisa com abrangencia nacional. Seus resultados sao tratados no presente artigo, que se organiza em quatro secoes. Inicialmente, apresenta-se uma sintese dos estudos ja produzidos sobre a tematica e, em seguida, explicitam-se os procedimentos metodologicos. Na terceira secao sao discutidos os resultados obtidos por meio de survey, que abarcam informacoes obtidas de 4.309 municipios brasileiros. Por fim, sao expostas conclusoes acerca das concepcoes presentes nas avaliacoes propostas pelos municipios, bem como os usos dos resultados que as gestoes desses entes federados fazem das diversas avaliacoes existentes, que evidenciam a consolidacao da avaliacao em larga escala como instrumento de gestao educacional nas municipalidades.
