Abstract: A integrated crustal movement monitoring network in China is being established and will be fully completed in 2000. The goals for the network are to reduction and mitigate the natural hazards and try to make a acceptable environment for the sustainable development in China. Besides, The network is useful for the improvement of the earthquake prediction, geodynamic study and kinematic monitoring of earth surface spheres (atmosphere, ionosphere ocean, crust) in China. It consists of 25 GPS permanent stations 56 GPS fundamental stations, 1000 regional stations, 2 fix VLBI, 4 fix SLR, 1 mobile VLBI and 2 mobile SLR. At the same period, the absolute and relative gravimetry and leveling will also be carried out in the network.

Abstract: According to the current data,the practical application of flood prevention demands and the future development requirements in the lower Weihe River of Shaanxi,this paper took processed and effectively integrated the spatial static data such as the basic geographic information and flood prevention special information and real-time water and rainfall information to develop a flood prevention decision-making supportive geographic information system.The system that integrates the real-time monitoring,3D decision supporting,map querying and positioning,flood prevention preparedness display and gathering and maintaining information was built based on the structure idea of open service-oriented B/S architecture and the database theory of integrative spatial and attribute data and the seamless integration of multi-source data.This paper also discussed some key issues about system architecture design,data organization and processing,database building and optimization,map cache configuration and data sharing and exchanging,etc.These provided the effective guarantee for improving the administrative ability of flood prevention decision,decreasing the flood disaster and building harmonious coexistence between the human and water.

Abstract: The fast development of geo-spatial framework of digital China and increasing use of web-based applications has a significant influence on the behavior and frequency of geo-spatial information users. It has stimulated the research and establishment of national geo-spatial information service platform. This paper addresses three major issues related to the design and development of the information service platform. The first of these is the three basic requirements that the platform should satisfy. The second concerns the three major functionalities of on line geo-information services. The third relates to the three key issues that will ensure long term and stable geo-information services.

Abstract: Considering the rapid development of economy and society in China,as well as the great progress in space and information technology,the digital surveying and mapping towards information surveying and mapping will be carried out in the 12th Five Year Plan of China.In horizontal datum,base on the Chinese Geodetic Coordinate System 2000,the national continuous operation reference station networks should be completed.It is necessary to form the enough and rational distributed control points for the national geodetic coordinate frame,and it can also help all trades and professions to complete the transformation task of geocentric 3D coordination system.In vertical datum,the task for measuring the 3rd National 1st order leveling network should be completed.Combing with GPS leveling and satellite altimeter,the Chinese geoid of 5 resolution and cm magnitude accuracy should be calculated.
