Abstract: Responsible innovation (RI) is founded on the idea that present modes of innovating with science and technology fail because they insufficiently take into account societal needs and values. Hence, proponents of RI solicit society's opinions in an attempt to render science and technology developments, institutions, and policies more socially responsive. This article asks how the RI concept is taken up and elaborated, based on accounts developed on the European Union policy level and on a Flemish, technology assessment level. It finds that, notwithstanding important differences between these two deliberative frameworks, neither one leaves much room for politics, understood as the constitution and contestation of power. Rather, these frameworks largely ignore questions about the politics in and of deliberation, the authoritative allocation of values, and the institutional uptake of deliberative engagements. Abstract: This article has a theoretical and a practical objective. The theoretical objective is to conceptualize responsible innovation as the adequate and timely inclusion of public values relevant to technological development. Technological innovations always occur in a specific institutional context, closely connected to stakeholder dynamics. Hence, an ideal approach to responsible innovation requires interdisciplinary research that incorporates: (i) the ethics of technology, to investigate the role of values in design; (ii) institutional theory, to understand the parts played by institutions in realizing values; and (iii) policy, planning and science, technology and society literature, to focus on stakeholder engagement. The practical objective is to explain how this approach can be operationalized. Abstract: In March 2014 a group of early career researchers and academics from Sao Paulo state and from the UK met at the University of Campinas to participate in a workshop on ‘Responsible Innovation and the Governance of Socially Controversial Technologies’. In this Perspective we describe key reflections and observations from the workshop discussions, paying particular attention to the discourse of responsible innovation from a cross-cultural perspective. We describe a number of important tensions, paradoxes and opportunities that emerged over the three days of the workshop.

Abstract: Within the policy structures of the European Union (EU), the concept of ‘Responsible Research and Innovation’ (RRI) appears to have a very specific emergence point, via a workshop for invited experts hosted by the European Commission's Directorate-General for Research and Innovation in May 2011. Through a textual analysis of EU documents, this paper will explore the processes through which RRI has been incorporated into Horizon 2020 as a policy framework for the European Research Area which promises that technological innovation will be shaped towards social goods. It concludes by discussing some of the tensions between RRI and policies emanating from other EU institutions, highlighting areas which may impede RRI's progress towards its goals.
