Abstract: This study aims to describe: (a) Indonesian students’ reading skills in the international level, (b) their skills in solving literary and non-literary test items, and (c) factors affecting their problem solving skills. This study employed the exploratory descriptive approach and document analysis. The data source was the database of IEA Program PIRLS 2011 taken from PIRLS-almanac and TPIRLS-item released. The results of the study are as follows. First, the average attainment of Indonesian students’ reading skills is lower than the international median. Second, their problem solving skills improved from 2006 to 2011, especially in the high, moderate, and low levels, but there was no improvement in the excellent level. Third, the problem solving skills are affected by: (a) a tendency to answer questions by guessing, (b) the poor construction of stems and options, (c) poor quality discourses, (d) reading competence development which is not maximum, (e) inadequate reading habit development, (f) inappropriate literary theories taught, (g) answers which are varied according teachers and students, and (h) test items that do not usually appear in the national examination. Abstract: This study aims to: (1) describe the literacy components based on the PIRLS version, (2) identify the constructs of reading literacy competence for Grade IV of the elementary school, and (3) make a draft of the constructs of literacy competence for Grade IV of the elementary school in the Indonesian version. The data were collected through literature review, interviews, and focus group discussion. They were analyzed by the qualitative descriptive technique. The results are as follows. First, the literacy components based on the PIRLS version comprise: the reading literacy concept, assessment framework, benchmark, literary text components, and assessment system determination. Second, the reading literacy competence is constructed as the competence to read and comprehend literary and informative texts, based on four cognitive levels, from a variety of text types in line with the social context around the students and the national context. Third, the constructs of literacy competence in the Indonesian version consist of: 2-5 difficult words, a text length of 200 words, the composition of low to high cognitive levels of 30-30-3010, text themes suitable to Indonesian condition and culture, clear text illustrations, and tables/graphs presented in gradation. The results are important as literacy information for the basis for developing educational policies in Indonesia.

Abstract: This study aims to describe forms of literacy culture and constraints faced by students in carrying out activities in literacy culture. The research subjects were students of Faculty of Languages and Arts, Yogyakarta State University. The data were collected through observations, questionnaires, interviews, and documentation. Theye were analyzed by the qualitative descriptive technique. The results of the study are as follows. First, the students’ literacy culture is manifested in their reading and writing activities. Reading activities are done because there are assignments related to the courses (60%) and because they like reading (11%). Writing activities done because they like them are in a range of 17%-40% and those done because there are demands from the courses are 25-42%. Students who link reading and writing activities reach 53%. Second, constraints in literacy culture come from the students and the environment. The former are in general due to laziness, lack of motivation, not being focused, fatigue and boredom, no writing ideas, difficulty in composing words and sentences, and confusion, while the latter include, among others, lack of reference in the library and references in foreign languages.
