This paper presents the results of the first phase of a project to develop a national consensus standard for the design, fabrication, and erection of structures constructed from pultruded fiber-reinforced-plastic structural plate, rod, and shapes. The project was undertaken by ASCE for the Pultrusion Industry Council of the Society of the Plastics Industry, Inc. The scope of Phase 1 comprises a literature survey to assemble background information for the effort, and the development of a draft outline of the standard (i.e., a “prestandard”). The effort and significant findings are discussed in this paper. It presents the proposed prestandard outline, which is annotated to include the scope of each chapter and a brief commentary on anticipated provisions. The load and resistance factor design (LRFD) philosophy, which is the basis of the prestandard, is also discussed.
