We develop a customs union model for India and Europe to assess the comparative advantages. The model is Heckscher-Ohlin as regards factor inputs, but Ricardian as regards technology, since the structures of the economies prohibit the ascription of comparative advantages to factor scarcities alone. Moreover, the presence of intermediate products prompts us to revise the standard concept of comparative advantage by the formulation of a foreign earnings program. The solution to the program shows that India is strong in mining, manufacturing and utilities. Specialization in these activities would yield significant eficiency gains. Deregulation of these sectors would make them profitable investment targets, even at European rates of return. Gradual development of other sectors, especially agriculture, involves great opportunity costs.

Mode shifting is an effective solution to improve transport sustainability. This study developed an indicator system for measuring mode-based transport sustainability at the local level, and the results provided a basis for evaluating the proposed improvement solutions. A case study of Taipei and Kaohsiung confirmed that the mode-based transport sustainability model could highlight which mode provided the most superior transport sustainability and which indicator or aspect could be improved to enhance the transport sustainability of the two cities. The findings from Taipei and Kaohsiung revealed that the use of Mass Rapid Transit (MRT) and bicycles significantly improved transport sustainability, but that the effects of motorcycle use on transport sustainability varied according to local circumstances. Analysis of four transport sustainability improvement scenarios indicated that building bicycle exclusive lanes would have significant environmental and social benefits both in Taipei and Kaohsiung. Increasing parking fees for cars and motorcycles would have a relatively insignificant effect on improving sustainability in Taipei City. Constructing an infrastructure for electric motorcycles in Kaohsiung would provide the most significant improvement to transport sustainability of any of the four scenarios.

Application of the IO Methodology to the Energy and Environmental Analysis of a Regional Context

The role of industries is important in a holistic ecosystem services management framework that includes government, consumers and private sector. To this end, the need to include more industries into ecosystem services management and conservation is being constantly mentioned by the international community. Here, the purpose of this paper is to find ways to consider industries needs in ecosystem services management better. This was done through identifying aspects that need revising in the current ecosystem services management framework and proposing new guidelines for ecosystem services management tool development. To achieve this, first an ecosystem services dependency management platform for the sectors of the Japanese economy was developed. Second, utilizing this platform and the current ecosystem services management framework, expert evaluation interviews were conducted in order to find potential development aspects. Third, using the results of these interviews, tool development guidelines were proposed and a revision for the framework was conducted. The importance of regularly revising tool requirements and the framework according to new information was underlined.
