TLDR
In this paper, a passive film formed anodically on nickel in borate buffer solution in both the passive and transpassive regions is found to be p-type in electronic character, corresponding to a preponderance of metal vacancies (over oxygen vacancies and nickel interstitials) in the barrier layer.

The passive behaviour of AISI 316 in alkaline media and the effect of pH: A combined electrochemical and analytical study

TL;DR: In this paper, thin surface films were formed on AISI 316 immersed in alkaline solutions of pH ranging from 13 to 9 under open circuit potential conditions, and the electrochemical behaviour of the films formed under these conditions was evaluated by different electrochemical techniques: d.c. potentiodynamic polarisation, capacitance measurements (Mott-Schottky approach) and electrochemical impedance spectroscopy.
