TL;DR: In this paper, it is argued and demonstrated that strategic voting plays an independent role in inducing vote switching and the analysis shows that demand-side factors such as socio-economic cleavages and organizations do not predict voter stability, whereas supply side factors, such as the party system, government performance, and strategic incentives do.

Experience and the distribution of portfolio payoffs in the European Commission

TL;DR: In this article, the authors test four theories of portfolio distribution within the European Commission and assesses whether experience plays a role in the process of allocating policy responsibilities, concluding that the difference in experience in supranational and, more weakly, national portfolios significantly accounts for the difference between the appointed and the median Commissioners.
