Abstract
This paper suggests using quality information systems as a unifying framework for synthesising the behaviour and technical aspects of information systems. To this end, we review the major historical developments in total quality management (TQM) and define quality information systems as information systems in which TQM concepts and techniques are applied. Quality information systems are compared and contrasted with traditional information systems in order to highlight the impact of using quality concepts in information systems.
