The large astrometric and photometric survey performed by the Gaia mission allows for a panoptic view of the Galactic disc and in its stellar cluster population. Hundreds of clusters were only discovered after the latest G data release (DR2) and have yet to be characterised. Here we make use of the deep and homogeneous Gaia photometry down to G=18 to estimate the distance, age, and interstellar reddening for about 2000 clusters identified with Gaia~DR2 astrometry. We use these objects to study the structure and evolution of the Galactic disc. We rely on a set of objects with well-determined parameters in the literature to train an artificial neural network to estimate parameters from the Gaia photometry of cluster members and their mean parallax. We obtain reliable parameters for 1867 clusters. Our new homogeneous catalogue confirms the relative lack of old clusters in the inner disc (with a few notable exceptions). We also quantify and discuss the variation of scale height with cluster age, and detect the Galactic warp in the distribution of old clusters. This work results in a large and homogenous cluster catalogue. However, the present sample is still unable to trace the Outer spiral arm of the Milky Way, which indicates that the outer disc cluster census might still be incomplete.

Painting a portrait of the Galactic disc with its stellar clusters

Many open clusters listed in modern catalogues were initially reported by visual astronomers as apparent overdensities of bright stars. As observational techniques and analysis methods continue to improve, some of them have been shown to be chance alignments of stars and not true clusters. Recent publications have provided membership lists for over a thousand clusters, however, many nearby objects listed in the literature have so far evaded detection. We aim to update the Gaia DR2 cluster census by performing membership determinations for known clusters that had been missed by previous studies and for recently-discovered clusters. We investigate a sub-set of non-detected clusters that, according to their literature parameters, should be easily visible in Gaia. Confirming or disproving the existence of old, inner-disc, high-altitude clusters is especially important as their survival or disruption is linked to the dynamical processes that drive the evolution of the Milky Way. We employed the Gaia DR2 catalogue and a membership assignment procedure, as well as visual inspections of spatial, proper motion, and parallax distributions. We used membership lists provided by other authors when available. We derived membership lists for 150 objects, including ten that were already known prior to Gaia. We compiled a final list of members for 1481 clusters. Among the objects that we are still unable to identify with the Gaia data, we argue that many (mostly putatively old, relatively nearby, high-altitude objects) are not true clusters. At present, the only confirmed cluster located further than 500pc away from the Galactic plane within the Solar circle is NGC 6791. It is likely that the objects discussed in this study only represent a fraction of the non-physical groupings erroneously listed in the catalogues as genuine open clusters and that those lists need further cleaning.

Clusters and mirages: cataloguing stellar aggregates in the Milky Way

A stochastic gravitational wave background causes the apparent positions of distant sources to fluctuate, with angular deflections of order the characteristic strain amplitude of the gravitational waves. These fluctuations may be detectable with high precision astrometry, as first suggested by Braginsky et al. in 1990. Several researchers have made order of magnitude estimates of the upper limits obtainable on the gravitational wave spectrum Ω_(gw)(f), at frequencies of order f~1  yr^(-1), both for the future space-based optical interferometry missions GAIA and SIM, and for very long baseline interferometry in radio wavelengths with the SKA. For GAIA, tracking N~10^6 quasars over a time of T~1  yr with an angular accuracy of Δθ∼10μ as would yield a sensitivity level of Ω_(gw)~(Δθ)^2/(NT^2H_0^2)~10^(-6), which would be comparable with pulsar timing. In this paper we take a first step toward firming up these estimates by computing in detail the statistical properties of the angular deflections caused by a stochastic background. We compute analytically the two-point correlation function of the deflections on the sphere, and the spectrum as a function of frequency and angular scale. The fluctuations are concentrated at low frequencies (for a scale invariant stochastic background), and at large angular scales, starting with the quadrupole. The magnetic-type and electric-type pieces of the fluctuations have equal amounts of power.

Astrometric Effects of a Stochastic Gravitational Wave Background

Astronomical observations reveal a major deficiency in our understanding of physics $-$ the detectable mass is insufficient to explain the observed motions in a huge variety of systems given our current understanding of gravity, Einstein's General theory of Relativity (GR). This missing gravity problem may indicate a breakdown of GR at low accelerations, as postulated by Milgromian dynamics (MOND). We review the MOND theory and its consequences, including in a cosmological context where we advocate a hybrid approach involving light sterile neutrinos to address MOND's cluster-scale issues. We then test the novel predictions of MOND using evidence from galaxies, galaxy groups, galaxy clusters, and the large-scale structure of the Universe. We also consider whether the standard cosmological paradigm ($\Lambda$CDM) can explain the observations and review several previously published highly significant falsifications of it. Our overall assessment considers both the extent to which the data agree with each theory and how much flexibility each has when accommodating the data, with the gold standard being a clear $a~priori$ prediction not informed by the data in question. Our conclusion is that MOND is favoured by a wealth of data across a huge range of astrophysical scales, ranging from the kpc scales of galactic bars to the Gpc scale of the local supervoid and the Hubble tension, which is alleviated in MOND through enhanced cosmic variance. We also consider several future tests, mostly on scales much smaller than galaxies.

From Galactic Bars to the Hubble Tension: Weighing Up the Astrophysical Evidence for Milgromian Gravity

A new all-sky visible and Near-InfraRed (NIR) space astrometry mission with a wavelength cutoff in the K-band is not just focused on a single or small number of key science cases. Instead, it is extremely broad, answering key science questions in nearly every branch of astronomy while also providing a dense and accurate visible-NIR reference frame needed for future astronomy facilities. For almost 2 billion common stars the combination of Gaia and a new all-sky NIR astrometry mission would provide much improved proper motions, answering key science questions -- from the solar system and stellar systems, including exoplanet systems, to compact galaxies, quasars, neutron stars, binaries and dark matter substructures. The addition of NIR will result in up to 8 billion newly measured stars in some of the most obscured parts of our Galaxy, and crucially reveal the very heart of the Galactic bulge region. In this white paper we argue that rather than improving on the accuracy, a greater overall science return can be achieved by going deeper than Gaia and by expanding the wavelength range to the NIR.

Voyage 2050 White Paper: All-Sky Visible and Near Infrared Space Astrometry.

The era of all-sky space astrometry began with the Hipparcos mission in 1989 and provided the first very accurate catalogue of apparent magnitudes, positions, parallaxes and proper motions of 120 000 bright stars at the milliarcsec (or milliarcsec per year) accuracy level. Hipparcos has now been superseded by the results of the Gaia mission. The second Gaia data release contained astrometric data for almost 1.7 billion sources with tens of microarcsec (or microarcsec per year) accuracy in a vast volume of the Milky Way and future data releases will further improve on this. Gaia has just completed its nominal 5-year mission (July 2019), but is expected to continue in operations for an extended period of an additional 5 years through to mid 2024. Its final catalogue to be released $\sim $
 2027, will provide astrometry for $\sim $
 2 billion sources, with astrometric precisions reaching 10 microarcsec. Why is accurate astrometry so important? The answer is that it provides fundamental data which underpin much of modern observational astronomy as will be detailed in this White Paper. Commission 8 has regularly published triennial reports in the past and the current OC therefore voted to adopt a traditional format also for this special Legacy issue of the IAU Transactions. The outgoing President is grateful for the support of many Commission members who contributed to this report. Our contribution consists of 3 parts: 1) this introduction, providing a general overview and highlights of recent research in astrometry, 2) a summary of the astrometry business & science meeting at the 2015 IAU General Assembly, and 3) the activity report of our Commisson covering the mid-2012 to mid-2015 period.
