Key Indicators for Asia and the Pacific 2012, the 43rd edition of this series, is a statistical data book presenting economic, financial, social, and environmental indicators for the 48 regional members of the Asian Development Bank (ADB). This issue of Key Indicators presents in Part I a special chapter—Green Urbanization in Asia—followed by statistical tables in Parts II and III with short, nontechnical commentaries on economic, financial, social, and environmental developments. Part II comprises the first set of statistical tables and commentaries, which look at the Millennium Development Goals and progress in the region toward achieving key targets. The second set of tables in Part III is grouped into seven themes, and provides a broader picture of economic, financial, social, and environmental developments. This publication aims to present the latest key statistics on development issues concerning the economies of Asia and the Pacific to a wide audience, including policy makers, development practitioners, government officials, researchers, students, and the general public. This year, ADB also publishes the second edition of the Framework of Inclusive Growth Indicators, a special supplement to Key Indicators. read more read less

Land Use Dynamics and Peri-urban Growth Characteristics: Reflections on Master Plan and Urban Suitability from a Sprawling North Indian City

The importance of urban transition is recognized in the literature, but largely underexplored in developing world cities. There are no actual relationships between projections and discussions of spatial growth with urban and regional reality. This paper attempts to fill this gap by assessing the spatio-temporal patterns of land use dynamics in urban and peri-urban areas of Lucknow, which is the capital city of India’s largest State, Uttar Pradesh. It also evaluates to what extent the Master Plan 2021 deviates from the actual reality. The finding shows that patterns of urban growth do not follow Master Plan and even Master Plan deviates profoundly from the preferred land suitability. The multi-temporal land use change statistics reveal two major land transformation trends between 1997 and 2010: (i) Intensification of urbanization in the central core areas where a few remaining open areas and water bodies were occupied and landfilled to accommodate residential developments.(ii) Urban expansion in peri-urban... read more read less

Asia’s urbanized mega-deltas are experiencing increased incidences of flooding. Flood risk is increasing due to urban growth, which makes people more vulnerable and threatens economic assets, and due to factors that increase flood hazard, including reduced delta aggradation, subsidence though natural resource extraction, and climate change, including extreme weather events, such as typhoons, and sea level rise. The recent history of flooding in Asia’s deltaic cities and the drivers of that risk have been examined in this article. We give particular attention to the Pearl River Delta, and its cities of Guangzhou, Hong Kong and Shenzhen, important economic centres of Asia. The flood risk is substantial, but flood risk management appear to suffer through a lack of sufficient strategic planning, and the difficulty of defending deltaic cities through traditional engineering approaches alone. Drawing on lessons from flood risk management internationally, we suggest that there are ways forward in developing flood mitigation strategies for deltaic cities in the region, which deserve further exploration. read more read less
