Abstract: Although a significant number of public organizations have embraced the idea of open data, many are still reluctant to do this. One root cause is that the publicizing of data represents a shift from a closed to an open system of governance, which has a significant impact upon the relationships between public agencies and the users of open data. Yet no systematic research is available which compares the benefits of an open data with the barriers to its adoption. Based on interviews and a workshop, the benefits and adoption barriers for open data have been derived. The findings show that a gap exists between the promised benefits and barriers. They furthermore suggest that a conceptually simplistic view is often adopted with regard to open data, one which automatically correlates the publicizing of data with use and benefits. Five ‘myths’ are formulated promoting the use of open data and placing the expectations within a realistic perspective. Further, the recommendation is given to take a user’s view and to actively govern the relationship between government and its users.

Abstract: This theory-testing study is an examination of the influences of perceived information quality and perceived e-service quality in determining perceived value, and the influence of these three constructs in determining web site loyalty intentions. The results indicate that 1 perceived e-service quality and perceived information quality similarly influence loyalty intentions, 2 perceived e-service quality more strongly influences perceived value than does perceived information quality, and 3 perceived information quality partially mediates the relationship between perceived e-service quality and perceived value. The model was significant in explaining loyalty intentions.

Abstract: An unpredictable environment, having complex markets, rapid change, and threatening competitors, can impede IS planning. A survey of 131 Chief Information Officers and 103 senior non-IS managers of U.S. manufacturing firms found that more situation analysis, less strategy conception, and less strategy implementation planning predicted greater IS contribution to the organization. These findings suggest that planners consider conducting situational analysis with greater meticulousness, and strategy conception and strategy implementation planning with greater agility than they currently do.

Abstract: In this article the authors explore similarities and differences in skill needs of IT service providers and the firms that providers service clients. The results show that providers and clients are more similar than different with regard to desired skills. Client firms emphasize technical skills for new hires more than providers do despite saying that these are the skills they would outsource to providers. The results have implications for organizations' recruiting and retention, for individuals' career development, and for educational programs.

Abstract: Through this research the authors communicate the lessons learned during the deployment of two RFID retail applications—namely dynamic pricing of fresh products and management of promotions in the supermarket floor—in two real-life pilot sites in Greece and Ireland. The lessons are presented in three inter-related perspectives; engineering challenges and associated solutions, individual adoption factors, and organizational success indicators. The authors argue that these findings might inform the design community to develop better RFID instantiations.

Abstract: Enterprises often assign little strategic value to IT and resist additional investment. CIOs find that profitable IT deployment is blocked. The business/IT misalignment may stem from the lack of IT use maturity within the enterprise. In this article, the authors concentrate on what has to be done on the enterprise side to enable this maturation with an approach that isolates and describes useful factors that enable a business to become more mature with respect to IT.

Abstract: The aim of this article is to conceptualize e-Inclusion and identify factors affecting it. A critical review of the literature is conducted to identify and categorize the factors influencing e-Inclusion into a comprehensive taxonomy. Using a survey questionnaire, the impact of these factors in influencing citizens' adoption of e-government services was examined. The findings highlight a number of factors under demographic, political, economic social, cultural, and infrastructural dimensions that can have a significant influence on e-Inclusion.

Abstract: In this article, we develop a three-layered analytical framework for investigating the development of eParticipation in Europe, which incorporates the outputs, outcomes, and impacts of eParticipation, and also accounts for the action of external factors. This analytical framework was used as a basis of a questionnaire survey among eParticipation initiatives at the European, national, regional, and local levels. It has been concluded that, in most cases, eParticipation simply provided a suitable alternative channel for participatory activities and did not challenge institutionalized centers of power.

Abstract: The conductor of this case study uses causal mapping to show that external changes to an enterprise resource planning project can trigger a chain reaction, resulting in weak performance of key knowledge management activities such as knowledge capture, sharing, and integration. Management decisions responding to these changes may lead to knowledge dilemmas that can trigger unwanted dynamic behavior, finally causing project drift. This research extends existing knowledge on knowledge management challenges by emphasizing the need to reveal the dynamics behind how knowledge management challenges unfold over time.

Abstract: This article describes and evaluates two different models of structured electronic consultation, using multiple evaluation methods: discussion tree analysis, quantitative evaluation, and qualitative evaluation. The results indicate that structuring the electronic consultations leads to higher-quality focused debates, however, it can create participation difficulties and barriers to less-sophisticated and educated citizens, so it might result in reduced participation and exclusion of some groups. This can increase the “quality,” but at the same time decrease the “quantity” of e-participation.

Abstract: The authors of this study developed a conceptual model of the drivers behind the decision to create a project management office for the Information Technology area and tested the model by applying discriminant analysis to data gathered from 40 large companies. The results indicate that the discriminant model significantly differentiates the contexts of firms with and without IT project management offices. The study contributes to theoretical progress in the field and is useful to practitioners.

Abstract: Opportunities to examine how policy shapes eParticipation have so far been limited. This study assesses the requirement for local government authorities in England to have provided an online petitioning facility by the end of 2010. Based on an analysis of 353 web sites, the findings show that the impact of this policy was ambiguous: compliance was achieved, but most systems were only basically implemented and attracted limited use. Institutional variables were very influential in this outcome.

Abstract: NoSQL databases become more and more popular, not only in typical Internet applications. They allow to store large volumes of data (so called big data), while ensuring fast retrieving and fast appending. The main disadvantage of NoSQL databases is that they do not use relational model of data and usually do not offer any declarative query language similar to SQL. This raises the question how NoSQL databases can be used for OLAP processing and other Business Intelligence tasks. In the paper the author presents the most common types of NoSQL databases, describes MapReduce paradigm and discusses models of OLAP processing for such databases. Finally some preliminary results of aggregation performance in non-relational environment are presented.

Abstract: Studies on the organizational adoption of open source software OSS have been largely inconclusive, thereby impeding managers' abilities to make well-informed decisions. Based on an extensive literature review followed by a case study, a parsimonious list of seven factors was identified that have an impact on the organizational adoption of OSS in Belgian organizations. An in-depth insight was provided into how these factors affected the adoption decision and how the findings compare to previous literature.

Abstract: In this article the author analyzes an original case study of an enterprise IT architecture function in a large federated U.K.-based global pharmaceutical company. He uses alignment theory to identify a close relationship between enterprise IT architecture and IT strategy from an organizational viewpoint and demonstrates how a number of factors, especially structure, influence and in particular inhibit the contribution of the architecture function. The author offers practical insights into how architects cope with the tensions that arise.

When using these services, citizens will be alerted to relevant policies and public policy making when they are moving from one place to another. This article enhances the body of knowledge as it proposes: (a) a Location-Based Services classification, (b) a roadmap for Location-Based Services in e-Participation, (c) a classification of concerns and challenges in this area, and (d) direct and indirect location-based services in e-Participation for public policy making. The article opens new areas for research and highlights issues of concern and challenges.

Abstract: Through this research the authors identify the major dimensions of enterprise systems flexibility from the perspective of various end users. To explore the concept of enterprise systems flexibility, on-site interviews were conducted with 20 members of a leading European clothing manufacturer, ranging from functional employees to the CEO. Results of analyzing the data using content analysis highlight that end users view Enterprise Resource Planning (ERP) flexibility in terms of five major dimensions, specifically system connectivity, process integration, hierarchical integration, user-customizability, and consistency.

Abstract: In this article the authors present a reference model for the registration of economic data that enables the tracking and tracing of product and money flows in the registered data. The model is grounded in the Resource-Event-Agent (REA) ontology, which has its origin in accounting and provides the conceptual foundation for the International Organization for Standardization (ISO) open-edi transaction standard. The use of the reference model is illustrated with an example database that demonstrates the different usage scenarios covered by the model.

Abstract: Based on data gathered from the Federal Information of Security Management Act reports, agencies' IT budget, and Chief Information Officers' competencies, we find that IT security performance is positively associated with Chief Information Officers who have technical skills, long tenure, and domain experience. However, managerial skills appear to have a stronger positive impact on IT security performance when Chief Information Officer's report directly to agency heads. These results suggest that agency's heads should consider specific Chief Information Officer's capabilities when making strategic decisions to appoint or promote new Chief Information Officers.

Abstract: Web site usability appears to be receiving growing recognition in the literature. In this study the authors compare the web sites of Fortune 500 and INC. 500 companies based on 11 usability measures. The findings show that while Fortune 500 companies performed better than INC. 500 companies on most usability measures, this tendency was not consistent across all measures. The results suggest that for most usability measures, a substantial gap exists between the recommended guidelines of usability experts and current company web site practices.

Abstract: The 2008 recession and tepid recovery have exacerbated the financial troubles of state governments. In seeking additional revenues, states have not only been litigating but have also been enacting legislation requiring online vendors to collect and pay taxes on e-commerce sales. Amazon.com, the primary target of these state initiatives, has taken a surprising reversal. This article addresses the constitutional origins of the dispute, governmental responses, and the possible end to the ongoing taxation battle between states and remote vendors.

Abstract: Multi-criteria evaluation of complex phenomena is an important part of decision problems. The multi-criteria evaluations are different types of difficulties, in particular, the multiplicity and diversity of the assessed phenomena, the multiplicity and the variety of diagnostic variables characterizing the evaluated phenomenon, the difficulty to transform the quality characteristics of quantitative traits, the difficulty of aggregating sub-criteria. This paper presents selected models of multi-criteria evaluation corresponding to different decision-making situations. These models will be applied in the system supporting management in the area of knowledge management in mechanical engineering industry enterprises.

Abstract: INTRODUCTION Don’t be alarmed. Despite the title, this BOOKISMs does not go all social science on you. The three books reviewed are all related to software. The first is an important e-book by two information economists at MIT. They take a non-standard view of the underlying, computer-related causes and implications of the Great Recession. The second is a fascinating history of computer programming that follows the continuing and ongoing crises in software creation and the professionals who build it. The third is about creating data warehouses and business intelligence software by applying the methods (some would say theology) of agile programming.

Abstract: In this study the authors examine some possible reasons for Novell Netware's fall from dominance in the 1990s to its near disappearance. The authors examine the role of the external variables security, productivity, and sharing on an administrator's perceptions and intention to use the software within the Technology Acceptance Model TAM. The results show that difficulty in administration was not responsible for Netware's demise; on the contrary, Netware's environment resulted in a positive intention to use it.

Abstract: In the paper, an evaluation of the efficiency of the application of ERP class integrated systems and BI tools was carried out, through analysis of two cases micro-and-small enterprises (MSEs). An analysis of the observed successes allowed precise definition of key factors in their successes or failures, in the scope of the efficiency of BI tools application in management. Confirmed rules for guaranteeing of unconditional compatibility of the contents of data warehouses with the transactional databases are, in the opinion of the author, a necessary condition for long-term success with BI application in decisions-making processes. The solutions proposed in the paper for a data processing organisation system were effectively verified over several years’ use at the POZKAL printing house in Inowroclaw. Such solutions force compatibility of transactional databases with data warehouse contents, an area often underestimated by the authors of other publications in this area.
