Stage Processes from Young-Developing to Robust-Developing by Country in the Endogenouse-Equilibrium

Abstract: There are theory, practice, and history, in any science. This chapter sums up KEWT data-sets empirically from the viewpoint of economic stages and growth. The economic stages, however, are transparent historically and philosophically. Since Smith Adam (1776), almost two centuries and a half have passed. Except for the last half century, scholars and economists had studied and solved economic growth problems, without national accounts calculation system. Economic theories, nevertheless, had progress strongly step by step, like weeds, without fertilizer or tests for theories. In the meantime, leaders and people had experienced the Industrial Revolution for the first time in human history. It is surprising for scholars to create economic theories decade after decade, even in the times of no statistical-data.

Abstract: Bilgi ve iletisim teknolojilerindeki gelismeler diger sektorlerde oldugu gibi, hizmet sektorunde de inovasyonlarin onunu acmistir. Hizli degisen teknoloji, kuresel rekabeti artirdigindan buyume, verimlilik, rekabetcilik, kârlilik ve en onemlisi hayatta kalabilmek icin inovasyon yapmak zorunlu hale gelmistir. Bu calismanin amaci Turk hukumetinin inovasyon politikasini anlamak icin inovasyon surecini, bu surecin paydaslarini, inovasyonun kaynaklarini, itici guclerini ve onundeki engelleri tespit etmektir. Bu calisma nitel bir arastirmadir. Calismanin amaclari dogrultusunda, arastirmaci kamu kurumlarindaki orta ve ust seviye yoneticilerle bir seri yari yapili mulakat gerceklestirmistir. Bununla birlikte, Turk kamu kurumlarindan ve mevcut literaturden edinilen bilgilerden de bu calismada yararlanilmistir. Sonuc olarak, Turkiye’de kamu sektorunde inovasyonun nasil gerceklestigini anlamamizi saglamak icin inovasyon surecini, bu surecin paydaslarini, inovasyonun kaynaklarini, engellerini ve itici guclerini ortaya koyarak inovasyon yonetimi baglaminda literature katki saglayan yeni bir model onerilmistir. Bulgular kamu kurumlari, yoneticiler ve hukumet gibi cesitli kisi ve kuruluslara fayda saglayabilir.
