HEVC: The New Gold Standard for Video Compression: How Does HEVC Compare with H.264/AVC?

TLDR
In this paper, the Joint Collaborative Team on Video Coding (JCT-VC) was established with the objective to develop a new high-performance video coding standard for mobile applications.
Abstract
Digital video has become ubiquitous in our everyday lives; everywhere we look, there are devices that can display, capture, and transmit video. The recent advances in technology have made it possible to capture and display video material with ultrahigh definition (UHD) resolution. Now is the time when the current Internet and broadcasting networks do not even have sufficient capacity to transmit large amounts of HD content-Let alone UHD. The need for an improved transmission system is more pronounced in the mobile sector because of the introduction of lightweight HD resolutions (such as 720 pixel) for mobile applications. The limitations of current technologies prompted the International Standards Organization/International Electrotechnical Commission Moving Picture Experts Group (MPEG) and International Telecommunication Union-Telecommunication Standardization Sector Video Coding Experts Group (VCEG) to establish the Joint Collaborative Team on Video Coding (JCT-VC), with the objective to develop a new high-performance video coding standard.

Selective intra prediction in HEVC planar and angular modes for efficient near-lossless video compression

TL;DR: This work proposes two selective intra prediction strategies (SIP) which select the best prediction mode from the block-based and sample-based predictions at the pixel level and provides significant improvements in coding gain and run time for the proposed near-lossless SIP algorithms.

Small-Size Algorithms for the Type-I Discrete Cosine Transform with Reduced Complexity

TL;DR: Several algorithmic solutions for implementing type-I DCTs for small lengths N=2,3,4,5,6,7,8 is presented and the effectiveness is due to the possibility of fortunate factorization of the small-size DCT-I matrices, which reduces the complexity of implementing transformations of this type.

Performance evaluation of strain field measurement by digital image correlation using HEVC compressed ultra-high speed video sequences

TL;DR: Preliminary simulation results show that HEVC offers high coding efficiency and excellent reconstructed video quality expressed in terms of PSNR as well as SSIM while preserving data accuracy for the prediction of material tensile behavior at high loading speed.

An Artificial Neural Network Based Lossless Video Compression using Multi- Level Snapshots and Wavelet Transform using Intensity measures

TL;DR: A new lossless approach to perform compression of video segment, where snapshot level video compression is done by splitting the video into tiny snapshots, which has produced higher rate of compression and produces efficient results in decompression.

Towards jointly optimal spatial prediction and adaptive transform in video/image coding

TL;DR: This paper proposes a new approach to combined spatial (Intra) prediction and adaptive transform coding in block-based video and image compression, which is implemented within the H.264/AVC intra mode, and is shown in experiments to significantly outperform the standard intra modes, and achieve significant reduction of the blocking effect.

One-pass encoding algorithm for adaptive loop filter in high-efficiency video coding

TL;DR: A method to estimate filtering distortion without performing real filter operation is proposed for adaptive loop filter in high-efficiency video coding (HEVC) and the number of encoding passes can be effectively reduced from 16 to 1.
