TLDR
The hybrid automatic repeat request (HARQ) in layer 2 and a single-input multiple-output (SIMO) anti-jamming technique in layer 1 are introduced and a novel resource allocation method crossing layers 1, 2, and 5 by considering the angle between the jammer channel vector and the sender (desired signal) channel vector is proposed.

Average PSNR Optimized Cross Layer User Grouping and Resource Allocation for Uplink MU-MIMO OFDMA Video Communications

TL;DR: The objective function for optimization to maximize average PSNR is changed, and new optimal condition for cross layer subcarrier assignment for infinitesimal bandwidth increment is derived, which extends to a multi-user multiple-input and multiple-output (MU-MIMO) uplink transmission system to improve information rate and thus video quality.

Deep-Learning-Aided Cross-Layer Resource Allocation of OFDMA/NOMA Video Communication Systems

TL;DR: A deep neural network and supervised learning is applied to an OFDMA subcarrier assignment and NOMA user grouping problem in downlink video communication systems and the PSNR performance is very close (within 0.2dB) to that but has lower complexity, due to the non-iterative approach used in the testing stage of the DNN.

Turbo coding

TL;DR: Turbo Coding as discussed by the authors presents a unified view of the field of turbo error control coding, summarizing recent results in the areas of encoder structure and performance analysis, and introduces new material, including a general theory for the analysis and design of interleavers and a unified framework for decoding algorithms.

How to increase signal quality on Dish?

By HARQ, we can increase the target symbol error rate without increasing the rate of the packet error, more bits can be transmitted, and the peak signal-to-noise ratio (PSNR) (the video quality) is improved.
