Nos últimos trinta trinta anos, houve profundas mudanças na forma como compreendemos o crime e a justiça criminal. O crime tornou-se um evento simbólico, um verdadeiro teste para a ordem social e para as políticas governamentais, um desafio para a sociedade civil, para a democracia e para os direitos humanos. Segundo David Garland, professor da Faculdade de Direito da New York University, um dos principais autores no campo da Sociologia da Punição e com artigo publicado na Revista de Sociologia e Política , número 13, na modernidade tardia houve uma verdadeira obsessão securitária, direcionando as políticas criminais para um maior rigor em relação às penas e maior intolerância com o criminoso. Há trinta anos, nos EUA e na Inglaterra essa tendência era insuspeita. O livro mostra que os dois países compartilham intrigantes similaridades em suas práticas criminais, a despeito da divisão racial, das desigualdades econômicas e da letalidade violenta que marcam fortemente o cenário americano. Segundo David Garland, encontram-se nos dois países os “mesmos tipos de riscos e inseguranças, a mesma percepção a respeito dos problemas de um controle social não-efetivo, as mesmas críticas da justiça criminal tradicional, e as mesmas ansiedades recorrentes sobre mudança e ordem sociais”1 (GARLAND, 2001, p. 2). O argumento principal da obra é o seguinte: a modernidade tardia, esse distintivo padrão de relações sociais, econômicas e culturais, trouxe consigo um conjunto de riscos, inseguranças e problemas de controle social que deram uma configuração específica às nossas respostas ao crime, ao garantir os altos custos das políticas criminais, o grau máximo de duração das penas e a excessivas taxas de encarceramento.

The culture of control: crime and social order in contemporary, society

of distinguished and rather senior economists – makes at the end of the book. Their priorities tend to be quick-fixes of problems that might, at least partly, be caused by some other challenge. More importantly, the panellists tend to disregard some of the evidence assembled by the authors. The reactions to the excellent chapter on armed conflict by Collier & Hoeffler illustrate that Nobel awards are no protection against bias. One member of the panel dismisses the economic sources of war that the Oxford economists analyse and points out that free trade is the main pacifying force, while another famous panellist mentions ethnic or religious hatred as a source of conflict. Security as practice

The dominant approach to counter-piracy strategy off Somalia is astonishingly narrow-minded. Deterrence, surveillance and military operations do not provide sustainable or efficient solutions; better strategic alternatives must draw on the lessons of 21st-century peace operations. This perspective leads to an understanding of counterpiracy as a problem of peacebuilding. This allows restructuring and reframing of the problem to permit a much wider repertoire of policy solutions than is currently conceived. This repertoire may include development and security assistance programmes as well as state-building programmes. The approach also permits integration of lessons learned in the frame of international peacebuilding operations, including avoiding technocratic solutions, focusing on power constellations, integrating local knowledge and incrementalism. If the international community wishes to take piracy seriously and respond to its complexities, it would be well advised to adopt a policy in which such alternatives are considered.

Blue crime: Conceptualising transnational organised crime at sea

Is the decade of large scale piracy off the coast of Somali over? What are the lessons from
Somali piracy for maritime security governance? This article revisits the triggers of piracy and argues
for the need of being cautious since the current success in curbing piracy might not be sustainable. An
analysis of the rise and decline of piracy provides an explanation of why the international measures
show success, but document that it is questionable if these will contain piracy in the long run.
Studying the decline of Somali piracy reveals the importance of learning some major lessons for reevaluating
the importance and character of maritime security. Future efforts will be necessary to
increase the quality and efficiency of maritime security governance.

Learning from piracy: future challenges of maritime security governance

The practice turn provides new avenues for core questions of international relations and European Studies. This article draws on a practice theoretical account to shed new light on the constitution of agency in global politics. An understanding of agency as achievement that requires significant practical work and the participation in international fields of practice is developed. Drawing on the case of the field of counter-piracy practice and the European Union’s (EU’s) work to counter piracy off the coast of Somalia, it is shown how the EU achieved the position as a core actor in the field. A detailed discussion of the EU’s work in interrupting and knowing piracy, in building capacity, and in governing piracy is provided.
