Nos últimos trinta trinta anos, houve profundas mudanças na forma como compreendemos o crime e a justiça criminal. O crime tornou-se um evento simbólico, um verdadeiro teste para a ordem social e para as políticas governamentais, um desafio para a sociedade civil, para a democracia e para os direitos humanos. Segundo David Garland, professor da Faculdade de Direito da New York University, um dos principais autores no campo da Sociologia da Punição e com artigo publicado na Revista de Sociologia e Política , número 13, na modernidade tardia houve uma verdadeira obsessão securitária, direcionando as políticas criminais para um maior rigor em relação às penas e maior intolerância com o criminoso. Há trinta anos, nos EUA e na Inglaterra essa tendência era insuspeita. O livro mostra que os dois países compartilham intrigantes similaridades em suas práticas criminais, a despeito da divisão racial, das desigualdades econômicas e da letalidade violenta que marcam fortemente o cenário americano. Segundo David Garland, encontram-se nos dois países os “mesmos tipos de riscos e inseguranças, a mesma percepção a respeito dos problemas de um controle social não-efetivo, as mesmas críticas da justiça criminal tradicional, e as mesmas ansiedades recorrentes sobre mudança e ordem sociais”1 (GARLAND, 2001, p. 2). O argumento principal da obra é o seguinte: a modernidade tardia, esse distintivo padrão de relações sociais, econômicas e culturais, trouxe consigo um conjunto de riscos, inseguranças e problemas de controle social que deram uma configuração específica às nossas respostas ao crime, ao garantir os altos custos das políticas criminais, o grau máximo de duração das penas e a excessivas taxas de encarceramento.

The culture of control: crime and social order in contemporary, society

of distinguished and rather senior economists – makes at the end of the book. Their priorities tend to be quick-fixes of problems that might, at least partly, be caused by some other challenge. More importantly, the panellists tend to disregard some of the evidence assembled by the authors. The reactions to the excellent chapter on armed conflict by Collier & Hoeffler illustrate that Nobel awards are no protection against bias. One member of the panel dismisses the economic sources of war that the Oxford economists analyse and points out that free trade is the main pacifying force, while another famous panellist mentions ethnic or religious hatred as a source of conflict. Security, development and the EU's development policy

\n In this introduction to a special section of the September 2019 issue of International Affairs, we revisit the main themes and arguments of our article ‘Beyond seablindness: a new agenda for maritime security studies’, published in this journal in November 2017. We reiterate our call for more scholarly attention to be paid to the maritime environment in international relations and security studies. We argue that the contemporary maritime security agenda should be understood as an interlinked set of challenges of growing global, regional and national significance, and comprising issues of national, environmental, economic and human security. We suggest that maritime security is characterized by four main characteristics, including its interconnected nature, its transnationality, its liminality—in the sense of implicating both land and sea—and its national and institutional cross-jurisdictionality. Each of the five articles in the special section explores aspects of the contemporary maritime security agenda, including themes of geopolitics, international law, interconnectivity, maritime security governance and the changing spatial order at sea.

Die internationale Gemeinschaft droht mit ihrer bisherigen Strategie zur Bewaltigung des
Piraterieproblems am Golf von Aden auf vielfaltige Art und Weise zu scheitern. Der Report
betrachtet die bisher verfolgte Strategie der internationalen Gemeinschaft, einschlieslich der
sich in der Diskussion befindlichen Vorschlage zur ihrer Verbesserung. Ein wesentlicher strategischer
Fehler scheint in dem bisherigen Versuch zu liegen, Piraterie lediglich im Rahmen einer
Abschreckungs- und Eindammungsstrategie zu bekampfen, woran auch Vorschlage zur Verbesserung
der Koordination und Kooperation in diesem Bereich nichts Essentielles andern
konnen. Ausgehend von diesem Befund pladieren die Autoren fur eine erweiterte perspektivische
Betrachtung der Piraterieproblematik. Zum einen musse Piraterie im somalischen Kontext
als „vertracktes“ Problem betrachtet werden; zum anderen sollten Erfahrungen und Erkenntnisse
aus dem Bereich des Peacebuildings konstruktiv zur Erarbeitung einer neuen, alternativen
Herangehensweise genutzt werden. Die Autoren entwickeln funf Handlungsszenarien und
zeigen, wie die bisherige Strategie zu einer umfassenderen inkrementellen Strategie weiterentwickelt
werden konnte.

Strategische Fehler der Pirateriebekämpfung: Somalia, Peacebuilding und die Notwendigkeit einer umfassenden Strategie

Moving away from studying actors to studying practices opens a fascinating vista of global governance. Kratochwil provokes inquiry into the practical work actual people do in international relations. He helps to move beyond binaries by offering a pragmatic approach to global governance in a fragmented institutional environment. Yet, his criticism of best practices for their problems of applicability and perverse side-effects misses the existence of different kinds of best practices. Some of them have been highly successful, such as the ‘Best Management Practices to Deter Piracy in the Gulf of Aden and off the Coast of Somalia’. One should not underestimate the potential of practices in both advancing scientific knowledge and ‘real-world’ change.

Meditating deformalization: remarks on ‘Of experts, helpers, and enthusiasts’

This is a study of pirate agency. Starting from an understanding of agency as an effect of ‘agencements’, I offer a reconstruction of six of such formations. Relying on different experiences with Somali piracy, ranging from watching movies, playing computer games, participating as an observer in various meetings, taking field notes, talking to interlocutors to reading academic literature, I show how different agencements produce different forms of agency. Throughout this reconstruction, we meet different pirates, moral bandits, enemies and villains, criminals, entrepreneurs, pirates as ‘symptoms’ and the pirate in denial. These are forms of agency that are the effects of the relations and practices of distinct agencements. Various ‘actors’, ‘objects’ and ‘practices’ produce these relations: journalists, moviemaker, game developer, diplomats, military officers and international bureaucrats, as well as various scientists across the disciplinary spectrum are all in the business of producing pirate agency. They engage in a diverse set of rhetorical and material activities, such as calculating, modelling, negotiating, writing or history telling and engage with a broad host of artefacts, and inscriptions, such as movies, games, policy documents, or legal texts. The analysis presents a primer for the study of the multiplicity of agency and its production.
