Abstract: In the presented article, the author conducts research of export – import operations between the Baltic countries and the countries of Southeast Asia from 2016 to 2018, since the goal for the EU countries is to deepen economic relations between the countries of Asia; however, there has been no serious analysis of the potential of trade relations between the regions Based on empirical studies, the countries of Southeast Asia are identified by the volume of export – import, which is significant in the economy of states It has been revealed that the Baltic countries import more products from the countries of Southeast Asia; however, the increase in the competitiveness of the industries is related to the volume of exports as well To strengthen trade relations between the regions of Asia and the EU, the implementation of the adopted UN resolution on the Transformation of our world: The 2030 Agenda for Sustainable Development, the national programs on the development of the economy of countries, the author identified the potential for exports of the Baltic countries to the corresponding countries of Southeast Asia The analysis of the number of tourists from the countries of Southeast Asia is carried out, the results of which show the potential for the growth of this industry and the strengthening of trade relations between countries Taking into account the volume of trade between the Baltic regions and the countries of Southeast Asia, the role of small and medium-sized enterprises is shown The author carries out the analysis of the conditions for the registration of SMEs in the Baltic countries, the number of employees in SMEs

Abstract: The development of higher education is amongst topical issues. The modern society realizes that the most valuable capital is a humanbeing with his/her intellectual potential and this has become the main resource for social and economic development. Over thelast decade, all developed countries have introduced national education system reforms, which have received significant financialsupport. National development strategies attempt to focus on the development of adequate education system supported by state policiesbecause it is becoming more and more evident that the quality of education determines further development of a country. Thedevelopment of a strategy for the sustainable development must presuppose the identification of the mission and aims for short-termand long-term activities. The purpose for this article is to analyse the main trends of higher education in Latvia in order to identifythe mission and strategy for sustainable development of higher education institutions in Latvia. There were applied such researchmethods as analysis and synthesis of scientific literature, normative acts and documents that regulate the development of highereducation in Latvia and EU, methods of grouping, comparisons, classification, summarizing, description and prediction. Abstract: The European arrest warrant (EAW) is a request by a judicial authority in one of the Member States of the EU to arrest a person in another Member State and to surrender that person to the former state for the purpose of prosecuting or executing a custodial sentence or detention order. It was adopted by the Council of the European Union on 13 June 2002. EAW is based on the principle of mutual recognition to foreign judicial decisions and judgments in criminal matters, simplifies and speeds up the procedure of extradition. The EAW ensures a good balance between efficiency and strict guarantees that the arrested person's fundamental rights are respected. EAW introduced innovative elements as compared with traditional extradition procedure: strict time limits, simpler procedures, no political involvement, surrender of nationals, guarantees, and grounds for refusal. EAW has been adopted along with the Criminal Procedure Law of Republic of Latvia on 1 October 2005. This paper comments on implementation of the EAW in the EU Member States and features some aspects of Latvian experience. DOI: 10.5901/mjss.2013.v4n11p310
