Abstract: This article presents an analysis of the global digital divide, based on data collected from 45 countries, including the ones belonging to the European Union, OECD, Brazil, Russia, India, and China BRIC. The analysis shows that one factor can explain a large part of the variation in the seven ICT variables used to measure the digital development of countries. This measure is then used with additional variables, which are hypothesised as drivers of the divide for a regression analysis using data from 2015, 2013, and 2011, which reveals economic and educational imbalances between countries, along with some aspects of geography, as drivers of the digital divide. Contrary to the authors' expectations, the English language is not a driver.

Abstract: Factors affecting online businesses are complicated and intertwined. To stimulate online sales, understanding of key influential factors and causal relationships among the factors is important. This paper introduces a hybrid method, called the DANP method, to expose the driving factors that most influence the online businesses. A hierarchy of fourteen criteria in six dimensions is formed to denote the influence levels and weights of factors. The causal graph shows that “Uncertainty†dimension has the highest degree of direct impact on other dimensions; thus, strong efforts should be made to eliminate the influence of this dimension throughout the online shopping process. In addition, the results also show “perceived price†to be the greatest important criterion among all; thus, it should be treated with top priority to boost the online businesses.

Abstract: When citizens are actively engaged in e-government processes as co-creators it leads to e-government development. Citizen participation in e-government is a recent phenomenon where government is seeking more involvement of citizens through different platforms. Whether citizens' participation through social media platforms leads to e-government development has been a debate in literature. In this research study, the authors investigate whether social media usage influences government's role in e-government development. Power distance between government and citizen also plays a role in deciding the extent of e-participation in e-government. In this study, the authors examine the relationship between social media, power distance, citizen engagement and e-government development. Using customer focus theory and agency theory, this study establishes that e-participation initiative by government acts as a mediator in the relation between social media usage by citizen as well as power distance to e-government development.

Abstract: Rapid advancements in technology over the last two decades played a key role in increasing the utilizations of mobile banking applications. Banks are providing this service to allow their customers to access their accounts anytime anywhere. Although many studies have assessed user satisfaction of mobile banking, most of these studies have been done in developed countries and only a few have compared mobile banking in developing with developed countries. This study assessed user satisfaction of mobile banking in both the United Kingdom and Saudi Arabia. Above 100 online questionnaires were collected from individuals who have experience in using mobile banking applications in both the UK and Saudi Arabia. The results show that system quality has a significant effect on customer satisfaction in the UK, but not in Saudi Arabia. Secondly, both information quality and interface design quality have significant effects on customer satisfaction in both the UK and Saudi Arabia. However, the overall findings from this study suggest that respondents are more satisfied with mobile banking in the UK than with mobile banking in Saudi Arabia.

Abstract: This article describes how MOOCs, being a new global education and technology phenomenon, present both opportunities and challenges to educators and learners. The lack of face-to-face engagement introduces a sense of isolation in students, resulting in a high dropout rate. To this end, online forums are deemed to help overcome the problem by enabling interactions among the learners and facilitating their learning. Recent research further suggests that with an online forum provided in a MOOC, the presence of instructors may not be important. However, in this article, the authors provide two important insights: First, online forum indeed plays an important role in motivating learner continuance. Second, among the different types of forum activities, they find that interaction with instructors emerge as an important factor contributing to more assignment completions in addition to forum posting. The authors' post-hoc analysis also indicates that the importance of instructor presence may be particularly salient in the Eastern vis-A -vis Western culture, which points to future research opportunities.

Abstract: This research aims to study intentions to switch toward cloud computing at firms' level. As a new way to deploy information technologies (IT) within firms, switching toward cloud computing remains a hard decision that depends on several contextual factors. While several studies have focused mainly on technological aspects, this research adopts a multidimensional perspective by combining the Technology-Organization-Environment (TOE) framework with a two-factor theory perspective. Doing so, the authors attempt to propose a research model that can be useful to deeply understand how firms perform when thinking about switching toward cloud-based solutions. A multiple-case study within five Tunisian firms has been conducted to contextualize the research model and give it more explanation power. The Tunisian context should be interesting, as cloud computing adoption is a new topic that is not sufficiently studied in developing countries, particularly in those characterized by an economy in transition. Data have been collected by semi-structured interviews and coded using the Nvivo software. The analysis of interviews content shows that the expected switching benefits and risks play a mediating role between TOE factors and intentions to switch toward cloud computing. Indeed, the authors found some different results within cases revealing the dual effects of technology, organization, and environment factors on intentions by generating different expected switching benefits and risks. In light of these results, some recommendations are proposed to decision makers in this area.

Abstract: This article describes how because of the rapid expansion of digital and online ‘bizscapes,' and ‘bizapps' resulting in small and medium-scale agribusinesses adopting and using online entrepreneurial technology innovations, information and communication technology has great potential to enhance the performance and efficiency of agribusinesses. The urge to understand factors that affect information technology innovations adoption and use by small and medium agribusinesses prompted this study, which involves the designing of a modified research model based on UTAUT perspective to determine the influence of cognitive, management characteristics and organizational structure factors on technology adoption. Factor analysis yielded a fit structural model, which was used to test the hypotheses. The article found performance expectancy, SMEs management creativity and innovativeness and SMEs organizational size significantly influence technology innovations use. This paper concludes that performance expectancy, management characteristics and organizational size affect technology adoption among agribusinesses critically.

Abstract: This article describes how the tourism sector plays very important role in the social and economic growth of any country. Technologies like the internet and mobile technologies have changed the marketing strategy of the sector. It has been observed that business operators and the workforce employed in the tourism industry do not have sufficient knowledge, tools and/or strategy to implement technology correctly. Technology can be used in all the dimensions of tourism for gaining a competitive edge and providing a wide range of services to customers. For better customer satisfaction, the industry should know the major issues confronting tourism. Experiences shared by tourists on social media, i.e. Facebook, Twitter, Instagram and YouTube, can be used and analyzed to gain insight on customer needs. In this article, the authors propose a unified framework and have used tweets shared by tourists for the identification of major issues faced by tourism sectors. Identified issues are categorized into four main categories. The obtained results will help players of tourism sector for improving the services and growth of the sector.

Abstract: In this paper the authors proposed a database sampling framework that aims to minimize the time necessary to produce a sample database. They argue that the performance of current relational database sampling techniques that maintain the data integrity of the sample database is low and a faster strategy needs to be devised. The sampling method targets the production environment of a system under development that generally consists of large amounts of data computationally costly to analyze. The results have been improved due to the fact that the authors have selected the users that they had more information about them and they have made the data table denser. Therefore, by increasing the data and making the rating more comprehensive for all the users they can help to produce the more and better association rules. The obtained results were not that much suitable for Jester dataset but with their proposed methods the authors have tried to improve the quantity and quality of the rules. These results indicate that the effectiveness of the system greatly depends on the input data and the applied dataset. In addition, if the user rates more number of the items the system efficiency will be more increased.

Abstract: The author develops and test a consumer trust model for building first-time buyer's trust in an intermediary in Korean online marketplaces. Data was collected via a questionnaire survey using 218 respondents. Results from an empirical analysis indicate that while all the three factors of trustworthiness were found to be a predictor of overall initial trust in the intermediary, ‘integrity' turned out to have the strongest association with overall trust. The author's findings suggest that trustworthiness beliefs and trust are conceptually distinct from each other and that the former is a predictor of the latter. The article offers implications for both academics and practitioners of online marketplaces.

Abstract: This article aims to analyze corporate social responsibility (CSR) communication in today's health care systems. The authors investigate the importance of CSR communication and the use of both traditional and interactive technologies for healthcare CSR communication, adopting quantitative research methodologies. In order to understand different applications of the topic, the article examines and compares best practices regarding CSR communication between two extremely different countries and contexts: namely Malta and India. Results emphasize a growing attention on healthcare CSR communication in both countries. The key finding observed is that healthcare organizations are using a mixed strategy to communicate their CSR activities. Indeed, interactive technologies enable several advantages to organizations than traditional tools (such as better dialogue and interaction with different stakeholders, speed, low costs, easy access to information), as well as they require investments and costs in infrastructures and skills/competencies for their implementation.

Abstract: One of the key elements that an electronic retailer (e-tailer) relies on for converting website visitors to buyers is information quality management. Previous studies recognized that information quality is a significant predictor of the online consumers' trust, satisfaction with the goods offered by the e-tailer, and most importantly, purchase intention. However, the extant research has largely ignored the possibly contingent effects of information quality on consumer's purchasing intention. By integrating theories and prior research findings from the marketing and e-commerce field, this article validates the direct effect of information quality on consumer's purchasing intention. More importantly, the authors propose that an e-tailer's market-oriented image (perceived market orientation) and consumer's shopping value would have a moderating role on the relationship between information quality and purchasing intention. A survey was conducted to collect data to test the proposed research model. The results generally support the authors' hypotheses. The practical and theoretical contributions of the study are discussed.

Abstract: The position of Chief Information Officer (CIO) has become increasingly important in companies. However, it can be perceived that this professional, whose functions are increasingly complex, realizes that his/her core competencies are not always sufficient to tackle the daily professional routine centered around the constant transformations the business arena has witnessed. Thus, by using Social Representation Theory operationalized by the Words Evocation Technique, this article sets out to investigate what the Brazilian IT professional perceptions about the CIO core competencies are, in order to compare them with the Brazilian CIO perceptions about his/her own competencies. The work concludes that in Brazil there is strong cognitive dissonance between those perceptions, as only the “capacity to influence the organization†and “technical expertise†competencies are perceived as being essential competencies for CIOs both by IT professionals and CIOs themselves. Lastly, the article highlights some managerial implications accrued from the results obtained.

Abstract: This article describes how in their search for value creation, companies are investing considerable resources in so-called “Big Data” initiatives. A peculiar aspect of these initiatives is the increasing availability of real-time streams of data. Successfully leveraging these streams to extract value is emerging as a critical competence for the modern firm. Despite the significant attention received, scholarly research on Digital Data Stream (DDS) remains insufficient. More importantly, there are no specialized definitions and measurement instruments that can move the field forward by initiating a cumulative research tradition. This article can provide clarification on key definitions, differentiating DDS from Big Data. Drawing on the organizational readiness concept, the DDS readiness index develops as a measure of organizational readiness to exploit real-time digital data. This article will conceptualize, define, operationalize and validate the index. By identifying the four dimensions of mindset, skillset, dataset and toolset as the elements of the DDS readiness index and discussing its managerial and research implications

Abstract: The Mobile Internet Information Technology (MIIT) has been widely accepted as one of the most promising technologies in the next decades, having various applications and different value positions. However, few published studies explore and examine the effects of MIIT on community management. Based on the Dramaturgical Theory, this article uses a case study method to get an insightful understanding of MIIT. This article found that the MIIT was used by grid organizations to realize technological innovation and change organizational routines and structures, but eventually it was shaped by them, so this new technology was only able to embed itself into the public service model as a secondary or complementary role.

Abstract: In this paper the authors build on prior literature to develop an adaptive and time-varying metadata-enabled dynamic topic model (mDTM) and apply it to a large Weibo dataset using an online Gibbs sampler for parameter estimation. Their approach simultaneously captures the maximum number of inherent dynamic features of microblogs thereby setting it apart from other online document mining methods in the extant literature. In summary, the authors' results show a better performance of mDTM in terms of the quality of the mined information compared to prior research and showcases mDTM as a promising tool for the effective mining of microblogs in a rapidly changing global information space.

Abstract: This article opens up the black box of innovation and examines the relationship between functional diversity in software teams and the often neglected dimension of innovation – speed, over the two phases of innovation: creativity and idea implementation. By combining information processing view and social identity theory, the authors hypothesize that when collective team identification is low, functional diversity positively affects the time spent in the creativity phase; however, when collective team identification is high, this relationship is inverted U-shaped. When task cohesion is high, functional diversity negatively affects the time spent in the idea implementation phase; however, when task cohesion is low, this relationship is U-shaped. Results from 96 IT software-teams confirmed the authors' hypotheses. Theoretical and managerial implications are discussed.

Abstract: Information technology (IT) is considered as a major and strategic part in development of banks business, and banks using IT as a competitive advantage. Nowadays IT governance is as a constituent part of governance in banks. Key role of information and communication technology (ICT) in bank growth and development is obvious to top managers, but what needs to be considered carefully is the alignment of business strategies with IT strategies. This article intends to investigate the significant differences of IT governance maturity among the Iranian Banking Industry (publicly-owned and privately-owned). To achieve these implications, an IT governance framework and COBIT 4.1 were employed, using data from 17 large publicly-owned and privately-owned banks. The results indicate that privately-owned banks have a higher maturity rank in alignment of business strategies with IT strategies compared to publicly-owned banks.

Abstract: This article describes how economic development has had a significant impact on the environment. County eco-environment coordinated development has contributed to regional coordinated development in China. A support vector machine (SVM) model was constructed to classify and predict coordinated development degrees of the county eco-environment system. In order to improve the discrimination precision of SVM in classification, a Genetic Algorithm (GA) was used to optimize SVM parameters in the solution space. The method was compared with artificial neural network, decision tree, logistic regression and naive Bayesian classifier regarding coordinated development degree of county eco-environment system prediction for Guanzhong urban agglomeration. It found that the method has the best accuracy rate, hit rate, covering rate and lift coefficient. The simulation indicates that the county slowing-down of economic development would not have positive effect on the environment sustainability. GA-SVM provides an effective measurement for region eco-environment system classification and prediction.

Strategies are the technical approach to search for profit from event-based speculations. This paper revisits these topics in a novel way and first uncovers distinctive characteristics of high frequency trading in Helsinki stock exchange insinuating the impression on positive recovers of event trading. Here is a better prediction by the incorporation of news on returns that proposed event trading strategy has significant effects on Finnish stock. This article contributes to the con temporarily embarked, upgrading form of practical paperwork on the take of news events in high economic science.

Abstract: Deriving the benefits of electronic information resources as provided by electronic medical record systems (EMR) on a global scale is critically dependent on physicians' adoption and continued use of such resources. Yet, there is little known about the factors that motivate physicians to adopt and continue to use electronic information resources. The purpose of this article is to investigate the motivational factors leading to adoption and usage of electronic information resources in diverse regions of the world including developing countries (India and Egypt) and developed countries (the US). Based on the socio-cognitive theory and the decomposed theory of planned behavior, the authors surveyed 314 physicians in three countries in order to assess their engagement with electronic information resources. Data was analyzed via PLS for direct and indirect effects of socio-cognitive constructs and their impact on electronic information resources' use intentions. The authors' results suggest there are similarities as well as differences in factors impacting adoption and usage of electronic information resources pre and post EMR implementation in both developing and developed countries. They found that physicians' perceptions of effort expectations, technological infrastructure and support, and computer self-efficacy were the strongest direct drivers influencing intentions to use electronic information resources both in pre and post-EMR implementations in all three countries that were studied. However, a richer set of factors contributed to physicians' intentions to continue to use electronic information resources, post-EMR, in developed countries as compared to pre-EMR in developing countries. Social influences had a strong indirect effects, influencing physicians' perceptions of effort expectations post-EMR as well as perceptions of performance expectations pre-EMR implementation. Computer self-efficacy was a significant predictor of effort expectations of an electronic information resource both pre and post-EMR implementation while compatibility with physicians' practices significantly influenced performance expectations in both pre and post EMR implementations in all three countries studied. The authors' study provides important theoretical and practical implications for successful management and implementation of electronic information resources such that they are adopted and used in the healthcare environment.

Abstract: The development of information technology projects is no longer limited to the domestic sphere. This study identifies the differentiation of risk categories between global and domestic projects through an exploratory research carried out by means of a systematic literature review. 1367 risks were identified in 37 articles and classified within 22 categories. The major concern regarded in domestic project management was the client (external risk) and scope (internal risk) and, in global project management, the psychic distance (external) and coordination and control (internal). The main difference between the risk categories for each project type refers to the psychic distance category, which was identified almost exclusively in global projects, thus making the external risks more relevant than those in domestic projects. On the other hand, it makes risks such as client, supplier and stakeholders be underestimated. The results indicate that project managers should focus on different risks depending on the type of IT project: global or domestic.

Abstract: In this article, the optimal gain value of classical controller gain values is obtained by using different performance indices in Automatic Generation Control. These are interconnected by the three areas of a hydro-thermal power system. The thermal and hydro areas are incorporated with a reheat turbine and a mechanical governor, respectively. The current article was created to select a suitable technique for the tuning of controller gain, when 1% of a step load is given to the thermal area (Area 1). The performance of several controllers, such as Integral (I), Proportional-Integral (PI), and Integral-Derivative (ID) were evaluated and were compared to the cases of with and without Generation Rate Constraint (GRC) non-linearity. The classical controller gain value optimization was performed using the Integral Time Square Error (ITSE), Integral Square Error (ISE) and Integral Time Absolute Error (ITAE) performance indices. The minimum optimal value of controller gain normally offers better dynamic response. The obtained results established that the optimization based on the ITAE-PI controller always guarantees superior dynamic performances compared to other indices and controllers.

In this article, the authors develop an optimization model for railway station waiting room assignment, as well as considering adjustment of platforms. With four types of improvement strategies: zone optimization, room optimization, time optimization and interactive priority policy, this optimal model aims to effectively and efficiently improve the railway service quality and security.
