Abstract: The design of large interconnected power systems to ensure stable operation under wide variety of disturbances is a complicated problem. In recent years, technologically developments in Flexible AC Transmission Systems or FACTS devices provided better performance in enhancing power system stability. This paper has provided a general description of Single machine infinite bus system (SMIB) small signal stability in case of using Unified Power Flow Controller (UPFC). In this study, the small signal stability of the system is converted to a multi-objective optimization problem which leads to design a controller of UPFC in order to make higher damping torque. The Shuffled frog leaping algorithm or SFLA is used as an optimization tool to find the optimum parameters of the controller. Furthermore, the designed controller is compared with similar ones using PSO and QPSO optimization approaches and in addition with a PSS controller to show the remarkable robustness and higher performance of the method.

Abstract: Este artigo visa investigar e comparar os julgamentos de valor de estudantes universitarios portugueses da area empresarial e da saude em materia de priorizacao de doentes e comparar estes julgamentos, indiretamente, com os da populacao inglesa. Para tal, recorre‑se a uma abordagem quali‑quantitativa aplicada a um exercicio hipotetico de racionamento que envolve a priorizacao de quatro doentes, distinguidos pelas suas caracteristicas pessoais e condicoes de saude. Os dados foram tratados atraves de analises bivariadas e de conteudo. Conclui‑se que os estudantes portugueses suportam um pluralismo de principios eticos similares aos da sociedade inglesa. Contudo, podera existir entre os estudantes portugueses um conflito de opinioes no que respeita a priorizacao dos doentes mais novos.

Abstract: In both economically developed and developing countries, privatisation, budget austerity measures and market liberalisations have become key aspects of structural reform programs in the last three decades. These three recommended policies were parts of strong revival of classical and new-classical school of thought since the middle of 70s. Such programs aim to achieve higher microeconomic efficiency and foster economic growth, whilst also aspiring to reduce public sector borrowing requirements through the elimination of unnecessary subsidies. For firms to achieve superior performance a change in ownership from public (state ownership) to private has been recommended as a vital condition. To assess the ownership role, the economic performances of private, public and mixed enterprises in Bulgaria is compared through the use of factor analysis method. The extracted factors, using data of two years, 1998 and 2000, do not pick ownership as a key performance factor.
