Abstract: Although of high relevance to political science, the interaction between technological change and political change in the era of Big Data remains somewhat of a neglected topic. Most studies focus on the concept of e-government and e-governance, and on how already existing government activities performed through the bureaucratic body of public administration could be improved by technology. This article attempts to build a bridge between the field of e-governance and theories of public administration that goes beyond the service delivery approach that dominates a large part of e-government research. Using the policy cycle as a generic model for policy processes and policy development, a new look on how policy decision making could be conducted on the basis of ICT and Big Data is presented in this article.

Abstract: With the proliferation of mobile network, mobile devices, and Web of things, many industries, including government departments, private firms, and research communities, offer more transparency through releasing data. The resultant effort offers a new paradigm—open data—still at infancy stage. Despite the rising research initiatives explaining its benefits and challenges and demonstrating policy conception and project details, no systematic survey of extant literature on open data has been performed. Hence, there is need for studies that examine open data on a holistic canvas, assess the current status of research, and propose future directions. Abstract: The value of data as a new economic asset class is seldom realized on its own. With less reliance on self-administered survey, it offers new insights into behaviors and patterns. Yet it is a huge undertaking of bringing together multiple actors from different disciplines and diverse practices to examine the underexplored relationships between types of data. There are different inquiry systems and research cycles to make sense out of big and open data (BOLD). We argue that deploying theories from diverse disciplines and considering using different inquiry systems and research cycles offers a more disciplined and robust methodological approach. This allows us to break through the limits of backward induction from the evidence by moving back and forward in exploring the unknown through BOLD. As such, we call for developing a variety of rigorous approaches to counterbalance the current practice in theory-free approach in the analysis and use of BOLD.

Abstract: Open government, as a concept, should be understood through a holistic perspective. It is not enough to provide access to government information without redesigning processes and changing regulations. However, little work has been done to measure the components of open government and provide guidance for implementation. We argue that one way to start filling this gap is through the development of models that integrate concepts, theories, and practical perspectives. However, very few of the existing models attempt to explain the functions and characteristics of open government, which could then provide guidance for its development. Abstract: The use of Open Government Data (OGD) has not kept pace with the expectations as existing OGD infrastructures mainly serve as data repositories. Many OGD infrastructures do not stimulate or support OGD use processes, and there is a lack of research regarding which functionalities can stimulate such processes. The objective of this study is to use a design science approach to evaluate whether metadata, interaction mechanisms, and data quality indicators can improve OGD use. OGD use comprises five main activities, namely searching for and finding OGD, OGD analysis, visualizing OGD, interacting about OGD, and OGD quality analysis. We expect that three OGD key infrastructure elements—metadata, interaction mechanisms, and data quality indicators—allow for improving these five OGD use activities. A prototype of an advanced OGD infrastructure was created, which implements the three OGD infrastructure elements. Three quasi-experiments with a pretest posttest control group design were conducted. The quasi-experiments showed that the prototype facilitated the usability of the novel OGD use functionalities. Our quasi-experiments supported our propositions that metadata, interaction mechanisms, and data quality indicators contribute to making OGD use easier and faster, and enhance the user experience. The infrastructure elements improved OGD use by better enabling searching, analyzing, visualizing, discussing, giving feedback on, and assessing the quality of open data. Hence, we plea for integrating metadata, interaction mechanisms, and data quality indicators in open data infrastructures to advance open data usage.

Abstract: Global electronic commerce (ecommerce) development is growing exponentially, especially in the business-to-consumer (B2C) field. Consumers in the Asia-Pacific region have spent more on ecommerce purchases in 2014 than consumers in North America, making them the largest regional ecommerce market in the world. Singles’ Day on November 11 (also known as Double 11 Day or Chinese National Ecommerce Day) is the most successful online shopping day in China. What drives the success of Singles’ Day? We conducted in-depth interviews with Alibaba senior managers, observed the progress of Singles’ Day, and investigated this issue. Abstract: Social commerce is an exciting new business model in the e-commerce world. Because it is a relatively new concept, the strategies that achieve the best market performance remain unclear. To better understand consumer purchasing behavior and develop corresponding strategies, special characteristics of social commerce need to be considered. This study uses the stimulus-organism-response framework to examine the effect of social presence and ambient factors from the impulse purchasing perspective in a social commerce context. Experimental data were collected from 300 social commerce users related to nine social commerce deals, and hypothesis testing was performed using a partial least squares model. Abstract: The demand for efficient knowledge management (KM) in health care is increasing because the complexity and scale of the knowledge generated from medical research and clinical practices have resulted in challenges of information overload and medical quality. These critical issues can be improved through the adoption of knowledge management systems (KMS). However, the adoption of technological innovations in health care demands an enhanced understanding of the lagged technology adoption status in the health care sector. This study uses empirical methods to investigate the determinants of KMS adoption on the basis of a national survey. Results suggest that KMS adoption is affected by organizational characteristics, KM enablers, and KMS characteristics. Abstract: This research conceptualizes and measures social media adoption (SMA) of companies with a process-based approach and explains its antecedents of micro- and macro-environment, size, and ownership, as well as its consequence of intention to increase resources dedicated to social media. Based on data from 310 Turkish small and medium enterprises, the study first develops a conceptual framework on the pillars of internal and external stakeholder focus as well as relationship and information oriented implementation. Based on these two dimensions, it discusses the novel concepts of social customer relations, social stakeholder communication, social intelligence, and social responsiveness related to SMA. The study further indicates that ownership type and micro environment play a role in SMA and that path dependence exists in the interplay of current adoption and future intentions.

Abstract: Information and communications technologies (ICTs) play a key role in supporting Communities of Practice (CoPs). A review of the extant literature reveals six factors that facilitate or constrain the development, sustenance, and effectiveness of CoPs that, in turn, enable generative and degenerative structures and behaviors that affect epistemic environments within Organizational Communities of Practice (orgCoPs). OrgCoPs are accepted as beneficial organizational learning structures and need to be deliberately designed and cultivated. The materiality of ICTs that is used to support orgCoPs may play a role in supporting or opposing seeding structures. The literature review further reveals five material properties that describe the relationship between the orgCoPs and the technologies used to support it. Abstract: Currently, most studies of incivility involve surveys and controlled laboratory experiments that focus on examining the associations between incivility and other variables. This method of investigation is important, but insufficient for developing a comprehensive understanding of such a complex and multifaceted construct. The present study explores employees’ perceptions of rude workplace behavior from the perspective of real employees in managerial roles. It investigates the extent to which incivility is a prevalent issue faced by employees at work, examines the perceived impact of incivility on relational and productivity-related outcomes, and, finally, considers the potential differences between face-to-face rudeness and electronic rudeness. A qualitative interview approach is used to explore and analyze employees’ perceptions and investigate what employees think, feel, and say about their experiences with incivility at work.

Abstract: The rising participation of for-profit corporations in the development of open source software raises the question of why corporations are motivated toward this engagement. The increased participation is an observable phenomenon; many researchers and practitioners assume that the practice of community sharing does not improve the bottom line, but rather believe the practice is altruistic in nature. Our intuition is that participation offers tangible and intangible benefits to corporate participants. We show this by exploring a variety of models in game theory and use game theory as a methodological lens to explain the rationality of corporate participation in open source software development. Abstract: This study identifies key factors driving the organizational adoption of social recruiting technologies, such as LinkedIn, Facebook, and Twitter. The Technology, Organization, and Environment (TOE) framework, as an initial exploratory approach, is used to identify underlying factors of new technology adoption. Qualitative evidence collected from 12 Australian firms serves to specifically categorize key determinants of the organizational adoption of social recruiting technologies. It is found that apart from several TOE factors that significantly influence the organizational decision making with reference to social recruiting, top management support is seen as imperative for successful adoption of recruiting technologies. Determining how to effectively search for and find experts via social media has become a critical issue. Although social capital is a key driver of knowledge contribution, we have not addressed the issue of how to locate experts based on their social capital. Systems designed to locate experts typically recommend such experts based on keywords, thus failing to consider any semantic similarity between their areas of expertise and the problem domain (a.k.a., “expertise similarity”). They exhibit economic data display capability except one, and lack demographic, economic, and GIS data search capability. Real estate web searching is inefficient, time consuming, and inflexible. To overcome these limitations, we use design-science to create three search modes (Sc2, Sc3, and Sc4). Sc2 uses demographic data, Sc3 economic data, and Sc4 GIS data.
