TL;DR: This paper found that there has been a significant deterioration in the exam performance of minority schools relative to that of majority schools after the reform year 2004, and negative effects were most pronounced in the early years following the reform.

TL;DR: The modified version of double seasonal Holt-Winter proposed in this paper performs relatively well with only 3 months of training data, compared to more complex methods on local STLF task.
Abstract: Short-Term Load Forecasting (STLF) is a fundamental component in the efficient management of power systems, which has been studied intensively over the past 50 years. The emerging development of smart grid technologies is posing new challenges as well as opportunities to STLF. Load data, collected at higher geographical granularity and frequency through thousands of smart meters, allows us to build a more accurate local load forecasting model, which is essential for local optimization of power load through demand side management. With this paper, we show how several existing approaches for STLF are not applicable on local load forecasting, either because of long training time, unstable optimization process, or sensitivity to hyper-parameters. Accordingly, we select five models suitable for local STFL, which can be trained on different time-series with limited intervention from the user. The experiment, which consists of 40 time-series collected at different locations and aggregation levels, revealed that yearly pattern and temperature information are only useful for high aggregation level STLF. On local STLF task, the modified version of double seasonal Holt-Winter proposed in this paper performs relatively well with only 3 months of training data, compared to more complex methods.

TL;DR: In this article, a more general quadrupolar statistical anisotropy model is proposed for the Planck 2015 maps of the quadrupole and the authors constrain certain inflationary scenarios.
Abstract: Several early Universe scenarios predict a direction-dependent spectrum of primordial curvature perturbations. This translates into the violation of the statistical isotropy of cosmic microwave background radiation. Previous searches for statistical anisotropy mainly focussed on a quadrupolar direction-dependence characterised by a single multipole vector and an overall amplitude g*. Generically, however, the quadrupole has a more complicated geometry described by two multipole vectors and g*. This is the subject of the present work. In particular, we limit the amplitude g* for different shapes of the quadrupole by making use of Planck 2015 maps. We also constrain certain inflationary scenarios which predict this kind of more general quadrupolar statistical anisotropy.

TL;DR: The study shows that clinical practice in a foreign country gives added value compared with clinical practice at home, and greater self-confidence and understanding of core concepts in nursing is described by the participants.
Abstract: MYHRE K. (2011) Exchange students crossing language boundaries in clinical nursing practice. International Nursing Review58, 428–433 Aim: This article examines challenges and learning outcomes for nursing students from a Central European university of applied sciences who completed 3 months of clinical practice in Norway. The clinical practice was supervised in English by Norwegian nurses and nursing teachers. English is not the primary language in any of the countries. Background: Increases in global migration have contributed to the need for an international dimension in nursing education. Personal mobility is a crucial part of the European Union's goal of becoming a knowledge society. Clinically based experiences pose challenges that are additional to and often more complex than traditional course-based experiences. Students who come from a non-English-speaking country for clinical practice in Norway face challenges regarding language. Accepting incoming students is a way of achieving higher quality and more relevant education in nursing. Findings: The study shows that clinical practice in a foreign country gives added value compared with clinical practice at home. Greater self-confidence and understanding of core concepts in nursing is described by the participants. Language differences are not regarded as a problem but as a way of developing personal and professional competence. The ability to compare healthcare systems in the two counties is important in developing competencies in nursing.
