Abstract: There is a growing recognition of the critical role information management can play in shaping effective humanitarian response, coordination and decision-making. Quality information, reaching more humanitarian actors, will result in better coordination and better decision-making, thus improving the response to beneficiaries as well as accountability to donors. The humanitarian response to the 2010 Haiti earthquake marked a watershed moment for humanitarian information management. Yet the fragmented nature of the response and the use of hierarchical models of information management, along with other factors, have led some observers to label the Haiti response a failure. Using an analytical framework often found in humanitarian emergencies, this study analyses challenges to information flow in the Haiti case and the implications for effective humanitarian response. It concludes by offering possible paths for overcoming such challenges, and for restoring the value and utility of humanitarian information management and exchange in humanitarian relief settings.

Abstract: Results derived from the Climate Disaster Resilience Index (CDRI)-consisting of five dimensions (economic, institutional, natural, physical, and social), 25 parameters, and 125 variables-reflect the abilities of people and institutions to respond to potential climate-related disasters in Chennai, India. The findings of this assessment, applied in the 10 administrative zones of the city, reveal that communities living in the northern and older parts of Chennai have lower overall resilience as compared to the flourishing areas (vis-a-vis economic growth and population) along the urban fringes. The higher resilience of communities along the urban fringes suggests that urbanisation may not necessarily lead to a deterioration of basic urban services, such as electricity, housing, and water. This indication is confirmed by a strong statistical correlation between physical resilience and population growth in Chennai. The identification of the resilience of different urban areas of Chennai has the potential to support future planning decisions on the city's scheduled expansion.

Abstract: This study examines the multi-level functionalities of social media in the aftermath of the Great East Japan Earthquake of 11 March 2011. Based on a conceptual model of multi-level story flows of social media (Jung and Moro, 2012), the study analyses the multiple functionalities that were ascribed to social media by individuals, organisations, and macro-level social systems (government and the mass media) after the earthquake. Based on survey data, a review of Twitter timelines and secondary sources, the authors derive five functionalities of social media: interpersonal communications with others (micro level); channels for local governments; organisations and local media (meso level); channels for mass media (macro level); information sharing and gathering (cross level); and direct channels between micro-/meso- and macro-level agents. The study sheds light on the future potential of social media in disaster situations and suggests how to design an effective communication network to prepare for emergency situations.

Abstract: A number of recent studies on disaster reconstruction have focused on the concept of community resilience and its importance in the recovery of communities from collective trauma. This article reviews the contributions the anthropological literature and the ethnographic case studies of two post-Hurricane Mitch housing reconstruction sites make to the theorising of community and resilience in post-disaster reconstruction. Specifically, the article demonstrates that communities are not static or neatly bounded entities that remain constant before, during and after a disaster; rather, communities take on shape and qualities depending on the relationships in which they engage with government agencies and aid organisations before and after disasters. Consequently, the article argues that definitions of community resilience and disaster mitigation programmes must take the emergent and relational nature of communities into account in order to address the long-term causes and impacts of disasters.

Abstract: Chile has a long-standing history of natural disasters and, in particular, earthquakes. The latest big earthquake hit Chile on 27 February 2010 with a magnitude of 8.8 on the Richter scale. As an event that had a profound impact on significant portions of the population, the earthquake could theoretically have served to build trust by promoting new trust networks through the enhancement of distant family ties and the interaction between affected neighbours. This study offers an empirical analysis of this theory in the Chilean case. It finds that if initial social capital is very low (thus allowing for post-disaster looting and violence), then the impact of the trust-increasing effect is smaller. It also shows that the effect of the disaster was not transitory, but that it persisted and actually increased over time.

Abstract: This paper documents the culture-specific understanding of social capital among Haitians and examines its benefits and downsides in post-disaster shelter recovery following the 12 January 2010 earthquake. The case study of shelter recovery processes in three socioeconomically diverse communities (Petion-Ville, Delmas and Canape Vert) in Port-au-Prince suggests that social capital plays dual roles in post-disaster shelter recovery of the displaced population in Haiti. On the one hand, it provides enhanced access to shelter-related resources for those with connections. On the other hand, it accentuates pre-existing inequalities or creates new inequalities among displaced Haitians. In some cases, such inequalities lead to tensions between the have and have-nots and instigate violence among the displaced.

Abstract: The paper applies the community resilience approach to the post-disaster case of Pescomaggiore, an Italian village affected by the L'Aquila earthquake in 2009. A group of residents refused to accept the housing recovery solutions proposed by the government, opting for autonomous recovery. They developed a housing project in the form of a self-built ecovillage, characterised by earthquake-proof buildings made of straw and wood. The project is a paradigmatic example of a community-based response to an external shock. It illustrates the concept of 'community resilience', which is widely explored in the scientific debate but still vaguely defined. Based on qualitative methodologies, the paper seeks to understand how the community resilience process can be enacted in alternative social practices such as ecovillages. The goal is to see under which conditions natural disasters can be considered windows of opportunity for sustainability.

Abstract: Post-disaster governance is a popular discussion topic in disaster research, but in practice understanding of the issue is limited. This paper discusses recovery governance since the 2011 Japanese earthquake and tsunami, focusing on two dimensions: decentralisation and citizen participation in local governance. Regional Japan's socio-spatial vitality has been shrinking and weakening under the developmental state system. The 2011 disaster exposed vulnerabilities in the socio-political system. For a short time it appeared that local political space had been opened for alternative governance systems; however, only limited improvements have occurred in decentralisation reform and civic participation systems. Tsunami recovery was constrained and delayed by predisaster trajectories, although socio-spatial inequalities increased. The paper suggests the implications of this for the developmental state and argues that drastic action should be taken to rectify the faults of the socio-political system, to stop the disaster-affected area's decline, and to promote regional and community recovery.

Abstract: Bangladesh is one of the poorest and the most disaster-prone countries in Asia; it is important, therefore, to know how its disaster reduction strategies are organised and planned. Cyclone shelters comprise a widely acceptable form of infrastructural support for disaster management in Bangladesh. This paper attempts to analyse empirically their use during cyclones in a sample study area along the southwest coastal belt of the country. It shows how the location of a cyclone shelter can determine the social power structure in coastal Bangladesh. The results reveal that the establishment of cyclone shelters in the studied communities is determined by neither a right-based nor a demand-based planning approach; rather, their creation is dependent on the socio-political affluence of local-level decision-makers. The paper goes on to demonstrate that socially vulnerable households (defined, for example, by income or housing conditions) are afforded disproportionately less access to cyclone shelters as compared to less socially vulnerable households.

Abstract: As a result of the increase in natural disaster losses, policy-makers, practitioners, and members of the research community around the world are seeking effective and efficient means of overcoming or minimising them. Although various theoretical constructs are beneficial to understanding the disaster phenomenon and the means of minimising losses, the disaster risk management process becomes less effective if theory and practice are set apart from one another. Consequently, this paper seeks to establish a relationship between two theoretical constructs, 'disaster risk reduction (DRR)' and 'vulnerability reduction', and to develop a holistic approach to DRR with particular reference to improving its applicability in practical settings. It is based on a literature review and on an overall understanding gained through two case studies of post-disaster infrastructure reconstruction projects in Sri Lanka and three expert interviews in Sri Lanka and the United Kingdom.

Abstract: There is growing appreciation of the use of concentrated rural settlement as an effective means of implementing infrastructure projects and helping to achieve sustainable development in rural areas. This occurs in China through the exchange of rural residential land for urban construction. However, this policy has not been effective under normal circumstances (called development-driven conditions) as frequently farmers are reluctant to accept such an exchange. By contrast, in a time of disaster, such as after the 2008 earthquake in Sichuan Province, China, rural victims have accepted this policy of rural residential land exchange. Employing game theory, this paper identifies the reasons for the different outcomes and it contends that the implementation of concentrated rural settlement practice under disaster-induced conditions is more effective than its introduction under development-driven conditions. The results of the analysis indicate that, in China, concentrated rural settlement is feasible in a context of post-disaster reconstruction.

Abstract: A traditional view of decision-making for evacuation planning is that, given an uncertain threat, there is a deterministic way of defining the best decision. In other words, there is a linear relation between threat, decision, and execution consequences. Alternatives and the impact of uncertainties are not taken into account. This study considers the 'top strategic decision-making' for mass evacuation owing to flooding in the Netherlands. It reveals that the top strategic decision-making process itself is probabilistic because of the decision-makers involved and their crisis managers (as advisers). The paper concludes that deterministic planning is not sufficient, and it recommends probabilistic planning that considers uncertainties in the decision-making process itself as well as other uncertainties, such as forecasts, citizens responses, and the capacity of infrastructure. Abstract: Participatory epidemiology methods were employed retrospectively in three pastoralist regions of Ethiopia to estimate the specific causes of excess livestock mortality during drought. The results showed that starvation/dehydration accounted for between 61.5 and 100 per cent of excess livestock mortality during drought, whereas disease-related mortality accounted for between 0 and 28.1 per cent of excess mortality. Field observations indicate that, in livestock, disease risks and mortality increase in the immediate post-drought period, during rain. The design of livelihoods-based drought response programmes should include protection of core livestock assets, and it should take account of the specific causes of excess livestock mortality during drought and immediately afterwards. This study shows that, when comparing livestock feed supplementation and veterinary support, relatively more aid should be directed at the former if the objective is to protect core livestock during drought. Veterinary support should consider disease-related mortality in the immediate post-drought period, and tailor inputs accordingly.

Abstract: Efficient and effective disaster management will prevent many hazardous events from becoming disasters. This paper constitutes the most comprehensive document on the natural disaster management framework of Cameroon. It reviews critically disaster management in Cameroon, examining the various legislative, institutional, and administrative frameworks that help to facilitate the process. Furthermore, it illuminates the vital role that disaster managers at the national, regional, and local level play to ease the process. Using empirical data, the study analyses the efficiency and effectiveness of the actions of disaster managers. Its findings reveal inadequate disaster management policies, poor coordination between disaster management institutions at the national level, the lack of trained disaster managers, a skewed disaster management system, and a top-down hierarchical structure within Cameroon's disaster management framework. By scrutinising the disaster management framework of the country, policy recommendations based on the research findings are made on the institutional and administrative frameworks.

Abstract: In the European multi-centre study BeSeCu (Behaviour, Security, Culture), interviews were conducted in seven countries to explore survivors’ emotional, behavioural, and cognitive responses during disasters. Interviews, either in groups or one-to-one, were convened according to type of event: collapse of a building; earthquake; fire; flood; and terror attack. The content analysis of interviews resulted in a theoretical framework, describing the course of the events, behavioural responses, and the emotional and cognitive processing of survivors. While the environmental cues and the ability to recognise what was happening varied in different disasters, survivors’ responses tended to be more universal across events, and most often were adaptive and non-selfish. Several peri-traumatic factors related to current levels of post-traumatic stress were identified, while memory quantity did not differ as a function of event type or post-traumatic stress. Time since the event had a minor effect on recall. Based on the findings, several suggestions for emergency training are made.

Abstract: This paper presents the preliminary findings of a study on the resilience and recovery of organisations following the Darfield earthquake in New Zealand on 4 September 2010. Sampling included organisations proximal and distal to the fault trace, organisations located within central business districts, and organisations from seven diverse industry sectors. The research captured information on the challenges to, the impacts on, and the reflections of the organisations in the first months of recovery. Organisations in central business districts and in the hospitality sector were most likely to close, while organisations that had perishable stock and livestock were more heavily reliant on critical services. Staff well-being, cash flow, and customer loss were major concerns for organisations across all sectors. For all organisations, the most helpful factors in mitigating the effects of the earthquake were their relationship with staff members, the design and type of buildings, and critical service continuity or swift reinstatement of services.

Abstract: The promulgation of the South African Disaster Management Act No. 57 of 2002 and the National Disaster Management Policy Framework of 2005 placed South Africa at the international forefront by integrating disaster risk reduction into all spheres of government through a decentralised approach. Yet, good policy and legislation do not necessarily translate into good practice. This paper provides a critical analysis of the Act and Policy Framework. Using qualitative research methods, it analyses the attitudes and perceptions of senior public officials on all levels of government, the private sector and academia. The study finds that one of the weakest aspects of the Act and Framework is the absence of clear guidance to local municipalities. The placement of the disaster risk management function on all tiers of government remains problematic, funding is inadequate and overall knowledge and capacities for disaster risk reduction are insufficient.

Abstract: The ‘build back better’ (BBB) concept signals an opportunity to decrease the vulnerability of communities to future disasters during post-disaster reconstruction and recovery. The 2009 Victorian bushfires in Australia serve as a case study for this assessment of the application of core BBB principles and their outcomes. The results show that several BBB measures were successfully implemented in Victoria and are relevant for any post-disaster reconstruction effort. The BBB initiatives taken in Victoria include: land-use planning determined by hazard risk-based zoning; enforcement of structural design improvements; facilitated permit procedures; regular consultations with stakeholders; and programmes conducted for social and economic recovery. Lessons from the Victorian recovery urge the avoidance of construction in high-risk zones; fairness and representativeness in community consultations; adequate support for economic recovery; the advance establishment of recovery frameworks; and empowerment of local councils.

Abstract: Since the turn of the twenty-first century, Turkish cities have undergone large-scale change through a process referred to as urban transformation, involving, notably, the demolition of inner-city low-income settlements. The official authorities and business circles have resorted to various forms of discourse to justify these projects, which have led to the deportation of a significant number of people to peripheral areas. The discourse of 'natural disasters', for example, suggests that urban transformation is necessary to protect people from some pending event. Probably the most effective application of this discourse has occurred in Izmir, where the risk posed by 'landslides' has played a critical role in the settlement demolitions conducted in the huge inner-city neighbourhood of Kadifekale. Abstract: Disaster recovery operations that do not account for environmental sustainability (ES) risk exacerbating the impact of the disaster and hindering long-term recovery efforts. Yet aid agencies do not always consider ES. This research is a case study of the recovery that followed the 2010 earthquake in Haiti. Using timber and concrete procurement as proxies for broader post-disaster operations, research examined perceptions of ES as well as attempts at and barriers to incorporating it into programming. Identified barriers can be grouped into two categories: (1) prioritisations and perceptions within the disaster response sector that resulted in limited enthusiasm for incorporating ES into programming, and (2) structural and organisational barriers within the disaster response framework that impeded ES attempts and served as a further disincentive to incorporating ES into programming. As a result of those barriers, incorporation of ES was sporadic and inconsistent and often depended on the capacity and motivation of specific implementers.

Abstract: The Victorian Country Fire Authority in Australia runs the Community Fireguard (CFG) programme to assist individuals and communities in preparing for fire. The objective of this qualitative research was to understand the impact of CFG groups on their members' fire preparedness and response during the 2009 Australian bushfires. Social connectedness emerged as a strong theme, leading to an analysis of data using social capital theory. The main strength of the CFG programme was that it was driven by innovative community members; however, concerns arose regarding the extent to which the programme covered all vulnerable areas, which led the research team to explore the theory of diffusion of innovation. The article concludes by stepping back from the evaluation and using both applied theories to reflect on broad options for community fire preparedness programmes in general. The exercise produced two contrasting options for principles underlying community fire preparedness programmes.

Abstract: With a view towards suggesting improvements to the official UK Guidance for disaster exercises, this paper critically examines a representative sample of recent disaster management exercises in the United Kingdom to determine how they are planned, conducted and assessed. Personal observations and in-depth qualitative interviews were used to study three representative multi-agency disaster exercises in the UK: (1) the Hitachi 395 Evacuation Workshop and Exercise Twin Bore, (2) Exercise Saxon Shore and (3) Exercise Operation Safe Return. The research demonstrates that disaster exercises in the UK generally consist of four main approaches: (1) disaster response and adaptability, (2) building-block approach, (3) citizen participation and (4) discussion-based debriefs. While the data demonstrates that each of these approaches has significant merit, it also elucidates key improvements that should be made to the official UK guidance and reflected in future exercises. In particular, the research suggests that the Guidance should highlight the importance of adaptability at the scene of a disaster, advance a building-block methodology to organising exercises and reiterate the need for better debriefings of volunteer participants.

Abstract: Following the 2010 Haiti earthquake, more than two million people moved to temporary camps, most of which arose spontaneously in the days after the earthquake. This study focuses on the material assistance people in five Port-au-Prince camps reported receiving, noting the differences between assistance from formal aid agencies and from 'informal' sources such as family. Seven weeks after the earthquake, 32% of camp dwellers reported receiving no assistance whatsoever; 55% had received formal aid, typically a tent or tarpaulins; and 40% had received informal aid, usually in the form of cash transfers from family living abroad. While people were grateful for any material aid, cash was more frequently considered timely and more effective than aid-in-kind. Should this study be indicative of the greater displaced population, aid agencies should consider how they might make better use of cash transfers as an aid modality.

Abstract: During the 1997-98 El Nino, Tumbes, Peru received 16 times the annual average rainfall. This study explores how Tumbes residents perceived the impact of the El Nino event on basic necessities, transport, health care, jobs and migration. Forty-five individuals from five rural communities, some of which were isolated from the rest of Tumbes during the event, participated in five focus groups; six of these individuals constructed nutrition diaries. When asked about events in the past 20 years, participants identified the 1997-98 El Nino as a major negative event. The El Nino disaster situation induced a decrease in access to transport and health care and the rise in infectious diseases was swiftly contained. Residents needed more time to rebuild housing; recover agriculture, livestock and income stability; and return to eating sufficient animal protein. Although large-scale assistance minimized effects of the disaster, residents needed more support. Residents' perspectives on their risk of flooding should be considered in generating effective assistance policies and programmes.

Abstract: Institutional altruism in the form of a public-sector intervention and support for victims and social altruism generated by mutual aid and solidarity among citizens constitute a coming together in a crisis. This coming together and mutual support precipitate a decrease in crime rates during such an event. This paper presents an analysis of daily fluctuations in crime during the prolonged ice storms in Quebec, Canada, in January 1998 that provoked an electrical blackout. Of particular interest are the principal crisis-related influences on daily crime patterns. A first series of analyses examines the impact of altruistic public-sector mobilisation on crime. A significant decline in property crime rates was noticed when cheques were distributed to crisis victims in financial need in Monteregie, and hence they were attributable to public intervention (institutional altruism). Moreover, the rate of social altruism (financial donations), which was more substantial in adjoining rather than distant regions, was inversely proportional to crime rates.

Abstract: This study examines how well disaster myths were rooted in Japanese people after the Great East Japan Disaster, as well as the effects of information sources on these misconceptions. Five common disaster myths are covered (panic, psychological shock, looting, increases in the crime rate, and material convergence), and information sources were divided into two types: public and private. Three hundred participants were asked how much credit they would give the five myths and which information sources they would rely on in post-disaster situations. The results found that, as in Western societies, these disaster myths do exist among Japanese people. Also, only public sources of disaster information, such as television and Internet news websites, had some effect on the degree of belief in disaster myths, while private sources, such as one's family, friends, and social networking sites, did not. Factors affecting the degree to which people believe in disaster myths are also discussed.

Abstract: Many agencies working on disaster risk reduction use vulnerability and capacity assessment (VCA) to identify vulnerable groups, to assess their needs and capacities, and to develop appropriate programmes and policies. In theory, VCA offers a good opportunity to incorporate disabled people's needs and resources in counter-disaster programming. This paper seeks to establish and explain the extent to which disability is included in VCA in practice. It reviews VCA reports and findings, formal VCA guidance, and other methodological literature. The review indicates that disability is a neglected issue in VCA practice and that manuals and guidelines, while promoting the general ideal of inclusiveness, are insufficiently aware of the challenges to achieving this in practice and do not offer enough guidance on how to reach and include disabled people. Ways of overcoming these problems are suggested. However, the real challenge may be to change core attitudes and perceptions of disability within implementing organisations.

Abstract: By the start of 2014, violent conflict had erupted across much of South Sudan following initial violence in Juba on 15 December 2013. The speed with which the fighting has spread raises questions regarding the impact of national-level politics on violence at the local level. This article develops a framework in which violent conflict can be comprehended as a response to the interruption of the negotiation of the balance of power between groups; the negotiation is interrupted when that balance tips in favour of one group, such as through changes in the national political market or government reforms. The article provides two cases studies of attempts to strengthen the state that inadvertently interrupted local power relations between groups. In response, the groups engaged in violent conflict to reinstate a balance of power. Both examples involve conflict among Dinka groups from 2005 to 2008.

Abstract: Few studies have explored the relationships between nation-building, disaster risk reduction and climate change adaptation. Focusing on small island developing states, this paper examines nation-building in Timor-Leste, a small island developing state that recently achieved independence. Nation-building in Timor-Leste is explored in the context of disaster risk reduction, which necessarily includes climate change adaptation. The study presents a synopsis of Timor-Leste's history and its nation-building efforts as well as an overview of the state of knowledge of disaster risk reduction including climate change adaptation. It also offers an analysis of significant gaps and challenges in terms of vertical and horizontal governance, large donor presence, data availability and the integration of disaster risk reduction and climate change adaptation for nation-building in Timor-Leste. Relevant and applicable lessons are provided from other small island developing states to assist Timor-Leste in identifying its own trajectory out of underdevelopment while it builds on existing strengths.

Abstract: Natural hazards have a potentially large impact on economic growth, but measuring their economic impact is subject to a great deal of uncertainty. The central objective of this paper is to demonstrate a model--the natural disasters vulnerability evaluation (NDVE) model--that can be used to evaluate the impact of natural hazards on gross national product growth. The model is based on five basic indicators-natural hazards growth rates (αi), the national natural hazards vulnerability rate (ΩT), the natural disaster devastation magnitude rate (Π), the economic desgrowth rate (i.e. shrinkage of the economy) (δ), and the NHV surface. In addition, we apply the NDVE model to the north-east Japan earthquake and tsunami of March 2011 to evaluate its impact on the Japanese economy.
