Reforming Local Government Institutions and the New Public Management

TL;DR: In this paper, the authors discuss institutional local government reforms, particularly those inspired by the New Public Management (NPM) reform program, in an internationally comparative perspective, focusing on three points: first, NPM was imbued with the neoliberal policy directed at rolling back the welfare state, including its local government dimension, to a lean state format by reducing functions and privatizing as many tasks as could be taken over by the market.
