Difference-in-Differences with Variation in Treatment Timing

TLDR
In this article, the authors derived an expression for the general difference-in-differences estimator and showed that it is a weighted average of all possible two-group/two-period estimators in the data.
Abstract
The canonical difference-in-differences (DD) model contains two time periods, “pre” and “post”, and two groups, “treatment” and “control”. Most DD applications, however, exploit variation across groups of units that receive treatment at different times. This paper derives an expression for this general DD estimator, and shows that it is a weighted average of all possible two-group/two-period DD estimators in the data. This result provides detailed guidance about how to use regression DD in practice. I define the DD estimand and show how it averages treatment effect heterogeneity and that it is biased when effects change over time. I propose a new balance test derived from a unified definition of common trends. I show how to decompose the difference between two specifications, and I apply it to models that drop untreated units, weight, disaggregate time fixed effects, control for unit-specific time trends, or exploit a third difference.

Interdependent program evaluation: Geographic and social spillovers in COVID-19 closures and reopenings in the United States

TL;DR: In this article, a program evaluation framework is proposed to measure policy spillover effects and apply that framework to study the governmental responses to COVID-19 in the United States, which suggests the presence of social spillovers.

Locked out? China’s health insurance scheme and internal migration

TL;DR: Li et al. as mentioned in this paper showed that the New Cooperative Medical Scheme (NCMS) had unintended and negative effects on rural-to-urban migration mobility in China and suggested that the NCMS "locks" the rural labour force into rural areas and further hinders geographical job mobility.

Statutory Incidence and Sales Tax Compliance: Evidence from Wayfair

TL;DR: In this paper, the authors studied the compliance, pricing, and progressivity effects of changing statutory incidence of the sales tax from consumers to online retailers, finding that this increased sales tax revenues by 5.4 percent, more so in states with stringent compliance standards.

Do cultural districts spur urban revitalization: Evidence from Louisiana

TL;DR: This paper examined the effect of state-designated cultural districts on transaction-level residential real estate prices in the metropolitan region of Lafayette, Louisiana and found that residential properties within districts sell for 7% more after certification relative to nearby comparison group properties.
