25 Years of Transparency Research: Evidence and Future Directions

Abstract: This article synthesizes the cross-disciplinary literature on government transparency. It systematically reviews research addressing the topic of government transparency published between 1990 and 2015. The review uses 187 studies to address three questions: (1) What forms of transparency has the literature identified? (2) What outcomes does the literature attribute to transparency? and (3) How successful is transparency in achieving those goals? In addressing these questions, the authors review six interrelated types of transparency and nine governance- and citizen-related outcomes of transparency. Based on the findings of the analysis, the authors outline an agenda for future research on government transparency and its effects that calls for more systematically investigating the ways in which contextual conditions shape transparency outcomes, replicating studies with varying methodologies, investigating transparency in neglected countries, and paying greater attention to understudied claims of transparency such as improved decision making and management.

Income, race/ethnicity, and exposure to violence in youth: Results from the national survey of adolescents

Abstract: This study examined the associations between household income, race/ethnicity, and exposure to violence in a nationally representative sample of youth. Participants included a national probability sample of adolescents (ages 12-17), who completed a telephone interview that assessed lifetime occurrences of witnessing violence, receipt of physically abusive punishment, physical assault, and sexual assault. Results indicated that as household income increased prevalence of witnessing violence, receipt of physically abusive punishment, physical assault, and sexual assault decreased for Caucasian but not African-American or Hispanic youth. In addition to the interaction of household income with race/ethnicity, a main effect of race/ethnicity across income groups was apparent for witnessing violence. More specifically, African-American and Hispanic youth reported significantly higher rates of witnessing violence at each income level relative to their Caucasian counterparts. Findings from this nationally representative sample of youth suggest that it may be simplistic to interpret high rates of violence exposure among minority youth as due to their disproportionate representation among the economically disadvantaged in the United States. This study illustrates the importance of examining risk and protective factors separately for each type of violence experienced by youth, and underscores the need to assess the generalizability of risk and protective factors across racial/ethnic groups. � 2000 John Wiley & Sons, Inc.

AN ASYMPTOTIC TEST FOR THE EQUALITY OF COEFFICIENTS OF VARIATION FROM k POPULATIONS

Abstract: The coefficient of variation is often used as a guide of the repeatability of measurements in clinical trials and other medical work. When possible, one makes repeated measurements on a set of individuals to calculate the relative variability of the test with the understanding that a reliable clinical test should give similar results when repeated on the same patient. There are times, however, when repeated measurements on the same patient are not possible. Under these circumstances, to combine results from different clinical trials or test sites, it is necessary to compare the coefficients of variation of several clinical trials. Using the work of Miller, we develop a general statistic for testing the hypothesis that the coefficients of variation are the same for k populations, with unequal sample sizes. This statistic is invariant under the choice of the order of the populations, and is asymptotically chi 2. We provide an example using data from Yang and HayGlass. We compare the size and the power of the test to that of Bennett, Doornbos and Dijkstra and a statistic based on Hedges and Olkin.
